David Imamura was elected to the Westchester County Board of Legislators in a special election on February 27, 2023 to represent District 12, comprised of Ardsley, Dobbs Ferry, Edgemont, Hartsdale, Hastings-on-Hudson, and Irvington. He was re-elected that November to a full two-year term that began in January ’24. He is the first Asian-American to serve on the Board of Legislators.

Legislator Imamura serves as the Chair of the Law and Major Contracts Committee and the Saw Mill River Watershed Advisory Board. He also serves as Vice Chair of the Legislation Committee and the Housing and Planning Committee, and is a member of the Information Technology & Cybersecurity Legislation Committee.  

Legislator Imamura is committed to creating a Westchester County that is open and affordable to all, particularly in the areas of housing and childcare. In 2024, he sponsored the Safety Measures for Survivors of Domestic Violence Act, which provided free lock changes to victims of domestic violence. And he is proud to have assisted with the drafting and passage of the Westchester Immigrant Protection Act and the Westchester Discriminatory Harassment Law.

David and his wife, Kathleen, were able to have their children only with the help of in vitro fertilization and are strong supporters of IVF and other fertility treatments.  In 2024, Senator Chuck Schumer invited David and nine-months-pregnant Kathleen to attend the State of the Union Address in support of IVF.  Their daughter was born 11 days later.  

Prior to joining the Board, David served as Chair of the New York State Independent Redistricting Commission and as Co-Chair of the Westchester Asian-American Advisory Board. Legislator Imamura received a Bachelor’s degree from Dartmouth College and a J.D. from Columbia Law School. He is an attorney with experience in New York State election, campaign finance, and voting rights law.

David was raised in Irvington, where his parents still live, and where he now resides with his wife, son, and daughter.

DISTRICT 13
Mount Vernon

Tyrae Woodson-Samuels became the third youngest Westchester County Legislator in history after a successful election on November 3, 2020. A 28-year-old native of Mount Vernon, Woodson-Samuels brings a record of hands-on government, activist, and business experience to a campaign that promises to pursue a “practical progressive” agenda for the county.

Most recently, Woodson-Samuels served as Deputy Director of Constituent Services for veteran Democratic Congressman Eliot Engel, leading his Westchester County community response and working with residents and public officials on issues that included immigration, gun safety initiatives, Federal funding, military, and veteran’s affairs, healthcare, Social Security and senior issues, and regional environmental concerns.

A longtime community activist committed to representing underserved communities of color and improving Mount Vernon, Woodson-Samuels has been a board member of the Shamoya McKenzie Foundation, Fleetwood Neighborhood Association, and the Community Service Associates Soup Kitchen. He is a legislative committee member of the Westchester Black Democrats, and serves as Caucus of Color chair for the Westchester Young Democrats, in addition to leadership roles with the local NAACP and as a mentor in President Obama’s My Brother’s Keeper initiative, working with dozens of young men in the city of Mount Vernon.

In the business community, Woodson-Samuels consulted local businesses, became a licensed real estate salesperson, and formed The Woodson-Samuels Group, LLC. Local sports fans will remember Woodson-Samuels as the first African-American quarterback in Iona Prep history, where he led his team to an undefeated 12-0 record, winning Iona’s only CHSFL AAA State championship and earning Journal News Player of the Year, First Team All-State, and First Team All-County honors. He was also captain and a top sprinter in Section 1 for Iona’s track & field team.

A product of Mount Vernon public schools, Woodson-Samuels attended historic Hampton University where he majored in political science and became a teacher’s assistant working with special needs children.

DISTRICT 11
New Rochelle, Pelham, Pelham Manor

Terry Clements was elected to the Board of Legislators in April 2018 and is serving in her second term representing Pelham, Pelham Manor and part of New Rochelle.

Terry is an educator at Columbus Elementary School and a former Adjunct Professor at Fordham University.

She also continues to be an active member of the New Rochelle Lions Club, Jack and Jill of America Westchester Associate Chapter (Lifetime Member), Westchester Alliance of Black School Educators (WABSE), Parent Teacher Association, New Rochelle FUSE, New York State United Teachers (NYSUT) and the American Federation of Teachers (AFT) (AFL-CIO).

Terry is a dedicated member of the New Rochelle community. While she served as President of the New Rochelle Lions Club, she organized a benefit for Haitian earthquake victims. The New Rochelle Lions Club in partnership with Don Coqui Restaurant raised money to help families and rebuild homes. The money from ‘Lend a Hand to Haiti’ was donated to Habitat for Humanity, the Lions International Foundation and the Red Cross. As a member of the Lions Club, Terry has held many offices and continues to serve her community through participating in ongoing service projects. While Terry was President, she also partnered with the New Rochelle School District Health Office providing free glasses for students in need. She has been active in local community issues as a former member of the New Rochelle Advisory Committee on Boating and Marinas, Advisory Committee on Parks and Recreation and the Latino Advisory Council.

Prior to relocating to New Rochelle in 1981, Terry resided in West Hollywood, California, where she was a talent manager and consultant in the entertainment business. Terry started out with a small New York-based television production company. Then returned to Chicago where she became a co-principal in a recording studio. In an effort to promote and market the studio, Terry along with the other principals, developed a concept called Studio Jams. The live studio concerts aired over a NBC radio affiliate. The commercial-free live Studio Jams featured such notables as Kenny Loggins, David Bowie, Iggy Pop, the Charlie Daniels Band, Foreigner and many more recording artists. Terry moved to West Hollywood to manage new music producers, song writers and recording artists. Working closely with established producers and casting directors, Terry provided opportunities for actors to work in both film and television.

Terry is a graduate of Antioch College with a B.A. in Anthropology, Fordham University with an M.S. in Elementary Education and she most recently received a TESOL certificate from Long Island University.

In her public life, Terry has served as a Vice Chair of the Westchester County Democratic Committee, Chair of the Black Democrats of Westchester, member of the Westchester Black Women’s Political Caucus (Mt. Vernon Chapter) and former State Committee Woman representing the 88th Assembly District.

Terry resides in New Rochelle with her husband George E. Clements, Jr. They have two daughters, Lauren A. Clements, Monet Clements, a granddaughter Emily Alexa Dixon, a grandson Charles Douglas Dixon, III and a granddaughter Grier Elizabeth Proctor.

DISTRICT 9
Cortlandt, Ossining, Croton, Briarcliff, Buchanan

Emiljana Ulaj was elected to the Westchester County Board of Legislators in November 2023 and was sworn into office in January 2024 representing the 9th District.

District 9 includes the Towns of Cortlandt and Ossining, and the Villages of Briarcliff, Buchanan, Croton, and Ossining.

Emiljana Ulaj and her family fled Albania in 1997 in the midst of a civil war. After nearly a year spent as refugees, the family emigrated to the United States where they were granted asylum. The family settled in Northern Westchester, and Emiljana’s parents worked multiple jobs to ensure a stable family life. Emiljana’s father was lucky to find a union job at a local public school, represented by the New York State United Teachers (NYSUT), that provided health insurance for the whole family and the financial security for the children to go to college and pursue fulfilling careers.

Seizing on this opportunity, Emiljana began a career focused on public service. Today, Emiljana works as a union organizer for the very same union, NYSUT, that gave her family so much. Having worked as a hands-on public advocate, staff member for the New York State Senate, and now as a union organizer, Emiljana is ready to pay forward the opportunities afforded to her by advocating for others on the County Board of Legislators.

Emiljana is a graduate of John Jay High School in Cross River and Bard College in Annandale-on-Hudson. Her work history includes serving as Director of Communications & Strategic Planning for State Senator Shelley B. Mayer, Communications Specialist for the Service Employees International Union (SEIU) Local 32BJ, and Regional Political Organizer for NYSUT. Emiljana was also elected to the New York State Democratic Party State Committee for Assembly District 95.

Emiljana plans to focus on the areas of affordability, sustainability, and increasing civic engagement.

Jewel Williams Johnson proudly serves as the Westchester County Legislator representing the 8th Legislative District. Re-elected in 2023, she is currently serving her second term on the Westchester County Board of Legislators, having succeeded her mother, the Hon. Alfreda Williams, in 2021.

Legislator Williams Johnson is a trailblazer, making history in her first term as the first freshman legislator to Chair the Board’s Committee on Budget & Appropriations since the Board’s inception—one of its most powerful and consequential committees. She also chairs the Health Sub-Committee and the Non-Profit Taskforce, and serves as Vice Chair of the Committee on Human Services. In addition, she is an active member of the committees on Housing & Planning, Labor & Human Rights, Public Works & Transportation, and the Families Taskforce. 

In addition to her legislative roles, Legislator Williams Johnson also serves on the Westchester County Board of Health and the Community Services Board, helping to guide public health and human service strategies countywide.

She is an active member of the New York State Association of Counties (NYSAC) and serves on both the Medicaid & Human Services Standing Committee and the Public Health & Mental Health Standing Committee, ensuring Westchester’s voice is heard at the state level.

As Chair of the Sub-Committee on Health, Legislator Williams Johnson ensures that the Board addresses pressing health issues affecting Westchester residents. Topics explored under her leadership have included:  

  • Mental health access and equity  
  • Digital access inequities and their impact on health disparities  
  • Domestic violence prevention  
  • Infant suffocation education  
  • Baby formula shortages and market monopolies  
  • Pediatric firearm injuries as a public health crisis  
  • Long COVID  
  • Political polarization and its impact on personal relationships  
  • Suicide prevention  
  • Veteran healthcare and denied Medicare claims  
  • Prescription drug affordability  
  • Maternal health disparities  
  • Mental health insurance parity  
  • Food insecurity among college students

Due to her consistent advocacy, the County’s 2023 and 2024 budgets included funding to reopen two mental health clinics that were previously shut down in 2011.

In her first year on the Board, Legislator Williams Johnson was the primary sponsor of two landmark bills: the Gun Safety Signage Law and the Flavored Tobacco Ban.

Deeply committed to public service and community engagement, Legislator Williams Johnson is known for being accessible, responsive, and genuinely attentive to the needs of her constituents. She is a past president of the Westchester Black Women’s Political Caucus, Inc. (WBWPC), founder of the WBWPC Run Lead Strategy Laboratory, and a district leader with the Greenburgh Democratic Committee. Her extensive civic involvement also includes:

A proud product of the Greenburgh Central School District, Legislator Williams Johnson was raised in Greenburgh, where she resides with her husband Lacy Johnson, her mother, and their beloved Dalmatian, Jasper. She considers it a profound blessing to serve the community she calls home.
