White Plains, NY — At Monday’s Budget and Appropriations Committee meeting, eight members of the Citizen’s Budget Advisory Committee (CBAC) were re-appointed: John McGarr, L. William Kay III, Rodman Reef, Julie Stern, Judith Stern Rosen, Diana Quast, Beth Smayda and Jonathan Mark. E. Annette Nash Govan was the new appointment to the committee for the 2024-2025 term.
Legislator and Budget & Appropriations Chair Jewel Williams Johnson (D- Elmsford, Greenburgh, Tarrytown, White Plains) said, “All individuals are overly qualified and represent a range of financial and accounting backgrounds. It was happenstance that I learned of Ms. Nash Govan’s experience in multiple CFO positions. I was impressed by her recommendations for the Westchester Black Women’s Political Caucus, and I suggested we meet and that she consider the CBAC. To my delight, she did. We look forward to her contributions and those of all of our extremely capable members.”
The Citizens' Budget Advisory Committee was renewed at the March 4, 2024, regular meeting of the Board of Legislators. According to the 1998 Resolution, the committee's mission was to obtain input from individuals who are representative of the public and those who have a background in finance and/or budgeting to provide assistance to the Board’s Budget and Appropriations Committee.
The Committee is tasked with reviewing the proposed Capital and Operating Budgets by the County Executive and making written recommendations no later than five (5) days before the date specified for the deadline for additions to the Budget (the first Monday in December) to the Committee on Budget and Appropriations. These recommendations should include a review of the proposed tax rate and a recommendation as to the level of proposed expenditures necessary to provide for an appropriate level of County government and its programs and services.
The Committee can also include in its recommendations other matters of concern that the Committee deems warranted. The Committee shall review all items referred to the Citizens' Budget Advisory Committee by the Committee on Budget and Appropriations during their term of office. These items would include monthly cash projections, quarterly projections of the Budget Department, and A & C Agendas.
