COMMITTEE ON PUBLIC WORKS, TRANSPORTATION, LABOR AND PARKS

With a quorum present, the Committee on Public Works, Transportation, Labor & Parks was called to order at 3:35 p.m.

ITEMS FOR DISCUSSION:

PWTLP #293: Forwarding a Home Rule Request entitled, “AN ACT to amend Chapter 206 of the Laws of 2004 authorizing the County of Westchester to lease certain parklands in relation to the lease of such parklands by the County of Westchester.”

Commissioner of Parks, Joseph Stout and Peter Neglia appeared before the committee to present the lease agreement and discuss it with the committee members.

(Burton, Pinto) motion to move the Home Rule Request. Motion passes 5-0.

PWTLP #281: Proposed Act authorizing the County to issue bonds in the total amount of $700,000 to finance Capital Project RGP08 – General Infrastructure Heavy Vehicle Replacement.

Commissioner of Parks, Joseph Stout informs the committee that the funding will go towards replacing ageing vehicles in the Park Department’s fleet. Where available, attempts will be made to purchase hybrid vehicles.

(Burton, Pinto) move the proposed act financing Capital Project RGP08. Motion passed 4-0.

PWTLP #282: Proposed Act authorizing the County to issue bonds in the total amount of $500,000 to finance Capital Project RCP07 – Croton Camping-RV Services Building.

Commissioner of Parks, Joseph Stout states that this structure is the only RV Camping site between New York City and Albany. Seeing increasing popularity, the facility needs to be expanded.

(Burton, Pinto) move the proposed act financing Capital Project RCP07. Motion passed 5-0.

PWTLP #283: Proposed Act authorizing the County to issue bonds in the total amount of $6,800,000 to finance Capital Project RCP09 – Croton Point Seawalls Stabilization.

Commissioner of Parks, Joseph Stout informs the committee that storms and erosion have recently decreased the size of the island from 208 acres to 205. Permits have been obtained from the Army Corps of Engineers.

(Burton, Myers) move the proposed act to finance Capital Project RCP09. Motion passed 5-0.

PWTLP #284: Proposed Act to authorize the County to issue bonds in the total amount of $2,150,000 to finance Capital Project RGP04 – Park Wide Boiler Replacement General Infrastructure.

Commissioner of Parks, Joseph Stout states that the funding is needed to cover design and construction costs of the infrastructure updates. Additionally, money will be saved with the increased efficiency of the new boilers.

(Pinto, Burton) move the proposed act to finance Capital Project RGP04. Motion passed 5-0.

PWTLP #285: Proposed Act authorizing the County to issue bonds in the total amount of $400,000 to finance Capital Project RTB06 – Tibbet’s Bathhouse Infrastructure.

Commissioner of Parks, Joseph Stout informs the committee that the funding will be used for the design of the interior of the bathhouse, and estimated total cost of the project will be $4.1 million.

(Burton, Pinto) move the proposed act financing Capital Project RTB06. Motion passed 5-0.

On a motion by Legislator Jenkins, seconded by Legislator Myers, the Committee on Public Works, Transportation, Labor, & Parks adjourned at 4:11 p.m.
