With a quorum present, the Committee on Public Works, Transportation, Labor & Parks was called to order at 3:35 pm.
MINUTES:
On a motion by Legislator Bill Burton, seconded by Legislator Jose Alvarado, the minutes of March 14, 2006 were approved by a vote of 4-0.
BOND ACT:
1.B0020 - Bond Act authorizing the issuance of $1,160,000 in County bonds to finance Installation of Emergency Generators, 112 East Post Road, White Plains. PWTLP #10
Commissioner of Public Works, Ralph Butler approved design funding two years ago. This appropriation is for the construction phase of installing more emergency power systems in County operated buildings. The Commissioner indicated that all systems: lighting, fire, security, and heating would be protected. Currently, drivers would have to drive around with portable generators and electricians would have to hook up the wiring to feed power into the buildings. These two new, 500 gallon tank, generators will require new wiring to have lighting throughout and a minimal amount of power on each floor. As far as ensuring the generators will be operational, the emergency contracts have been modified to have more stringent maintenance requirements.
On a motion by Legislator Burton, seconded by Legislator Pinto, the bond act authorizing the issuance of $1,160,000 in County bonds to finance installation of Emergency Generators on 112 East Post Road in White Plains passed by a vote of 5-0; Legislator Swanson signing without prejudice.
2. Easement Agreement: Act authorizing the County to grant an easement to Yonkers Gateway Motel over a portion of the Putnam Right-of-Way for ingress and egress, in return for which the Motel will grant a similar easement to the County for use by the South County Trailway. PWTLP #34
Chief Planner, Patrick Natarelli stated that the Yonkers Gateway Motel is located along the South County Trailway between the Cross County Parkway and Yonkers Avenue. The Motel needs the easement from the County for staff parking and the Motel would grant the easement to the County to facilitate construction for which funds have already been approved. This exchange is completely unrelated to the City of Yonkers. Chairman Alvarado and Legislator Stewart-Cousins asked that when similar easement exchanges are proposed, local legislators should be notified in the early stages such agreements.
On a motion by Legislator Alvarado, seconded by Legislator Stewart-Cousins the act authorizing the County to grant an easement to Yonkers Gateway Motel over a portion of the Putnam Right-of-Way for ingress and egress, in return for which the Motel will grant a similar easement to the County for use by the South County Trailway passed by a vote of 4-0.
On a motion by Legislator Burton, seconded by Legislator Alvarado, the Committee on Public Works, Transportation, Labor, & Parks adjourned at 4:22 pm.
