With quorum present, the Committee on Public Works, Transportation, Labor & Parks was called to order at 3:35 p.m.

ITEMS FOR DISCUSSION:

PWTLP #335 & 336 – Pedestrian Bridge at Central Westchester Parkway

Commissioner of Public Works, Ralph Butler presented the Capital Budget Amendment and Bond Act for project RB03G that would remove and replace the Pedestrian Bridge at Central Westchester Parkway in White Plains.

(Burton, Pinto) move the proposed act amending the County’s 2007 Capital Budget by increasing the appropriations for Capital Project RB03G by $1,310,000 and the proposed act authorizing the issuance of $1,310,000 in bonds to fund the cost of the design, construction, and construction management in connection with the removal and replacement of the Pedestrian Bridge at Central Westchester Parkway in White Plains. Motion passed 5-0.

PLAYLAND MASTER PLAN & POLICIES
County Attorney Charlene Indelicato and Deputy County Attorney, James Robertson appeared before the Committee to answer questions with regard to the contractual liabilities, if any, of the County for the concessionaire rides at Playland. Discussion also included reference to the future of Playland as pertaining to the recommendations of the Master Plan.

The committee requested that the Parks Department provide information regarding ridership of the nine rides that Commissioner Joe Stout has suggested that we terminate the leases of at the end of the Playland season. Also, the committee asked that the Law Department look into whether or not the Board of Legislators has to approve the Playland Master Plan as one document.

(Pinto, Burton) move to receive and file committee items 71, 125, & 130. Motion carried 5-0.

On a motion by Legislator Burton, seconded by Legislator Pinto, the Committee on Public Works, Transportation, Labor, & Parks adjourned at 4:16 p.m.
