With a quorum present, the Committee on Public Works, Transportation, Labor & Parks was called to order at 1:36 p.m.

ITEMS FOR DISCUSSION:

PWTLP #215 – Proposed Act authorizing the County to amend its 2007 Capital Budget and a related Bond Act to finance Capital Project RCC10 – County Center Site work.

Commissioner Gerrard Mulligan, Anthony Zaino, and Patrick Natarelli from the Planning Department stated that this project would aid in storm water management.

(Pinto, Burton) move the proposed act authorizing the County to amend its 2007 Capital Budget and related Bond Act to finance Capital Project RCC10 – County Center Site work. Motion passed 5-0.

PWTLP Item #214 – Proposed Act authorizing the County to issue up to #,080,000 in bonds to finance Capital Project BPF#) – Infrastructure Repairs, Parking Garage, DOC, Valhalla Campus.

Commissioner of Public Works, Ralph Butler said that these infrastructure repairs to include structural and surface repairs, as well as extensive waterproofing.

(Pinto, Swanson) motion to approve Act authorizing the County to issue bonds in support of Capital Project BPF30. Motion passes 5-0.

PWTLP Item #181 – Proposed Act modifying the Saw Mill Valley Sanitary Sewer District by the removal of 2 properties (3 parcels) located in the Town of Mount Pleasant.

(Swanson, Pinto) Motion to approve Sewer District Modification Act. Motion passes 5-0.

PWTLP Item #188 – Proposed Act authorizing the County to issue up to $2,650,000 in bonds to finance Capital Project RGC05 – Mohansic Golf Course Renovation.

Deputy Commissioner of Parks Dan McBride stated that funding would go towards upgrading the course’s irrigation system, renovations of support buildings, and landscape restoration. A new irrigation system is especially pressing, as the current system is nearly 30 years old.

(Pinto, Burton) Motion to approve issuance of bonds in support of Capital Project RGC05. Motion passes 5-0.

PWTLP Item #196 – Proposed Act authorizing the County to issue up to $1,550,000 to finance Capital Project RP030 – Playland Infrastructure Reconstruction.

Commissioner of Planning Gerrard Mulligan, Patrick Natarelli, Anthony Zaino said that the electrical feeders, originally installed in 1986, are in need of replacing. Defective electrical feeders may result in short circuits, leading to lost revenue in powerless sections of the park as well as expenses associated with specialized non-County agencies that can restore high-voltage power.

Committee members also discuss increasing police presence at Playland outside operating hours to decrease trespassing and vandalism.

(Myers, Burton) motion to approve financing for Capital Project BPF30. Motion passes 5-0.

PWTLP Item #131 – Resolution from the Town of Mount Pleasant requesting the removal of 2 parcels of property from the Saw Mill Sewer District.

(Swanson, Burton) move to send a letter to the Administration regarding a resolution from the Town of Mount Pleasant requesting the removal of two (2) parcels of property from the Saw Mill Sewer District. Motion passed 5-0.

PWTLP Item #163 – Correspondence from the Town of Mount Pleasant requesting the removal of 2 parcels of property from the Saw Mill Sewer District.

(Swanson, Burton) move to send a letter to the Administration urging further review. Motion passes 5-0.

(Pinto, Burton) move to receive & file items 42, 47, 49, 57, 89, 90, 111, 128, 153, 173, and 212. Motion passed 5-0.

On a motion by Legislator Burton, seconded by Legislator Myers, the Committee on Public Works, Transportation, Labor, & Parks adjourned at 2:50 p.m.
