With a quorum present, the Committee on Public Works, Transportation, Labor & Parks was called to order at 3:50 pm.

ITEMS FOR DISCUSSION:

PWTLP #62 - Transfer of Waterfront Property at VA Hospital in Montrose

(Burton, Pinto) move the resolution requesting the transfer of beach property at the VA Hospital in Montrose to New York State for use as a public beach area. Motion passed 5-0.

PLAYLAND: Pre-Season Report & Stored-Value Card System

In-coming Director of Playland & Deputy Commissioner of Parks, Dan McBride sat with the Committee to discuss the upcoming season and the effectiveness of the Stored Value Car System.

Deputy Commission Dan McBride stated that transactions have been quicker, allowing for more purchases. He also indicated that they have planned to install kiosks where patrons can use their credit card to refill their “Fun Cards.” The cards will eventually give employees to be more customer service friendly by attaching your name to the card. Mr. McBride said that because of the stored-value card system, Playland has seen a 12% increase in net revenue, a 3.3% increase in attendance, and ridership has increased by 20%.

As far as rides, employees will not be able to operate a ride that they have not been trained on. This is accomplished by swiping their employee ID to activate the ride. There will also be ride supervisors for every ride. Mr. McBride followed with a brief discussion about some of the marketing strategies used publicize Playland, and his vision for updating some of the landscaping at the park.

PWTLP #74 - $250,000 in bonds for Westerleigh Road Bridge in Harrison

The Committee requested a County road and bridge map from Commissioner of Public Works, Ralph Butler.

(Pinto, Myers) move the Bond Act authorizing the issuance of $250,000 in bonds to finance capital project RB01N, Westerleigh Road Bridge over Blind Brook, Harrison.

PWTLP #75 - $200,000 in bonds for Pleasantville Road in Briarcliff Manor

Bond Act authorizing the issuance of $200,000 in bonds to finance capital project RB01J, Pleasantville Road over Pocantico River, Briarcliff Manor.

Legislator Alvarado decided to hold this item until the next committee meeting.

PWTLP #77

Eminent Domain Release: Act authorizing the County to release and discharge the state of New York from all claims in connection with the State’s taking, by eminent domain, of certain County-owned property situated adjacent to Westchester Community College in the Town of Greenburgh, for the purpose of accommodating highway improvements along Route 100.

Legislator Alvarado held this item until the next committee meeting.

On a motion by Legislator Pinto, seconded by Legislator Stewart-Cousins, the Committee on Public Works, Transportation, Labor, & Parks adjourned at 4:45pm.
