With a quorum present, the Committee on Public Works, Transportation, Labor & Parks was called to order at 3:33 pm.

ITEMS FOR DISCUSSION:

Transportation Commissioner Larry Salley and Deputy Commissioner Harry Stanton appeared before the Committee to discuss land use policies and the status of the Environmental Impact Study at the Westchester County Airport.

Legislator Rogowsky had questions with regard to a particular parcel at the airport.

Commissioner Salley stated that the parcel in question was used for more than twenty (20) years as a horse riding area and a separate composting operation on a month-to-month lease. The horse riding ring and composting operation has since gone out of business. However, the owner of the composting operation expressed an interest in utilizing the parcel. Because this was not a county use, the individual was instructed to contact Rye Brook, as he would have to abide by their regulations.

Commissioner Salley confirmed that any lease regarding land use at the County Airport would require an appropriate review by the Board of Legislators.

Commissioner Salley went on to talk about the Environmental Impact Statement (EIS) as an outgrowth of the Security Master Plan. The statement would evaluate projects such as: the creation of a centralized parking area for commercial aircraft, a vehicle checkpoint at Airport Road and Tower Road, a modification of the baggage screening area, improving the ramp area in association with de-icing facility on the west side of the Airport, and the exploration of the use of the old Air National Guard site. The Planning Department is currently working on establishing the Board of Legislators as the lead agency in the EIS process. There is a public scoping session set to take place in mid-June for citizens to both air their concerns, as well as, give them an opportunity to propose uses for the Air National Guard site.

The Committee then engaged in a brief conversation about the County’s contract with Liberty Lines to provide public transportation services. The contract is set to expire in 2008.

On a motion by Legislator Burton, seconded by Legislator Pinto, the Committee on Public Works, Transportation, Labor, & Parks adjourned at 4:03 pm.
