HELD IN THE CHAIRMAN’S OFFICE ON THE 8TH FLOOR OF THE MICHAELIAN OFFICE BUILDING, WHITE PLAINS, N.Y.

MINUTES: June 25, 2007 -- 9:00am

With a quorum present, the Committee on Public Safety & Security was called to order at 9:11 a.m.

Present were County Public Safety Commissioner, Thomas Belfiore, as well as other members of the Public Safety Dept. (DPS), Commissioner of Planning, Gerry Mulligan, and Commissioner of Public Works, Ralph Butler, to discuss proposals for the Grasslands Campus at Valhalla.

Aided by Dept. staff, Commissioner Belfiore presented an overview of DPS plans at the 512-acre compound. He also provided the Committee with a proposed time line of long term objectives at the Grasslands campus (materials on file).

Commissioner Belfiore explained that in post-9/11 world, first responders should work and train together before an emergency. Among the plans slated for development are a new administration building and a “tactical village.” The tactical village would comprise a county-like street, which would allow training first responders to simulate an actual emergency situation. The training grounds would be opened up to other first responders (i.e., Fire Depts) for drill and practice purposes.

Legislator Burrows then asked if any money had been set aside in the Dept.’s capital improvement plan.

Commissioner Belfiore replied that yes, money had been included in the 5-year capital budget.

Legislator Burrows requested a tour of the campus for the legislators. Committee members and Dept. officials agreed to arranging a tour in the near future.

At 9:30am, on the motion of Legislator Burrows and seconded by Chair Burton, the Committee on Public Safety & Security meeting was adjourned.
