With a quorum present, the Committee on Legislation was called to order at 12:47 p.m.

The committee took a moment to remember the victims of the tragedy of September 11th.

FINANCIAL DISCLOSURE:

There was a discussion about what boards should fill out the newly created ethics form. The members decided they will meet out of committee and have further conversations.

(Myers, Burrows) move to receive and file item 22, constituent correspondence from the Animal Defenders of Westchester regarding the ban of animal acts. Motion approved 8-0

(Oros, Abinanti) move to receive and file item 10, constituent correspondence from the Animal Defenders of Westchester regarding the ban of rodeos. Motion approved 8-0

(Burrows, Oros) move to receive and file item 39, correspondence from the Animal Defenders of Westchester regarding the banning of Fois Gras. Motion approved 7-1. (Nay-Stewart-Cousins)

(Bronz, Rogowsky) move to refer item 26, correspondence from the Animal Defenders of Westchester regarding funding for a county spray/neuter service, to the Committee on Budget and Appropriations, and receive and file for the Committee on Legislation. Motion approved 8-0.

(Abinanti, Oros) move to receive and file item 40, correspondence regarding the intent of the Westchester County “right of first refusal” law and 41, a news article about recent FBI indictments within the trash hauling business. Motion passed 8-0

(Burrows, Rogowsky) Move to adjourn The Committee on Legislation. Motion passed 6-0. Committee on Legislation adjourned at 1:22 p.m.

Legislator Abinanti requested a discussion on the subject of eminent domain, voting machines and identity theft.
