With a quorum present, the Committee on Legislation was called to order at 12:55 p.m.
HOME RULE MESSAGE FOR YONKERS ANIMAL SHELTER
(Burrows, Jenkins) move to approve the Home Rule resolution requesting to enact Assembly Bill A3172-a/Senate Bill No. S4136-a entitled “An Act to amend chapter 761 of the laws of 1976 authorizing the county of Westchester to discontinue the use of certain lands as park and to use, sell, convey, alienate, let contract with respect to, resource recovery unit thereon, in relation to authorizing a parcel of such lands to be utilized for animal shelter purposes.”
Ms. Pasqualle said any IMA would come before the Board of Legislators for approval in the form of a license agreement.
Motion Passed 8-0.

Move to approve the Minutes of April 30, 2007. (Jenkins, Myers) to approve minutes. 8-0
HUMAN RIGHTS COMMISSION
(Bronz, Jenkins) move for all purposes to expand the remedies that may be imposed by the Westchester County Human Rights Commission in connection with a determination that a respondent has committed an unlawful discriminatory practice.
(Maisano, Burrows) Move to amend section 3 to delete “in cases of housing discrimination only” and replace $50,000 penalty with $10,000. Passes 9-0.
(Maisano Burrows) Move to amend section 3, item 6 to delete assessing a civil penalty and add assessing a civil penalty in cases of housing discrimination only. Passes 9-0.
(Abinanti, Rogowsky) Move to delete Section 3 item 5 allowing for reimbursement of attorney’s fees. 3-6 motion failed.
On the main motion as amended 9-0 (Abinanti, Burrows w/o prejudice).
Legislator Burrows stated for the record that the county attorney’s office said the current bill includes the changes made at previous committee meetings.
PLUMBING & ELECTRICAL LICENSING LAW
(Maisano, Burrows) Motion to approve amending the Laws of Westchester County relating to penalties issued by the Westchester County Board of Plumbing Examiners and the Westchester County Electrical Licensing Board and authorizing the Board of Plumbing Examiners to issue reciprocal licenses. Passed 8-0
(Myers Maisano) Move to adjourn the Committee on Legislation. Motion passed 5-3.
