With a quorum present, the Committee on Legislation was called to order at 1:06 p.m.

With a quorum present the Committee on Public Works, Transportation, Labor and Parks was called to order at 1:06 p.m.

WESTCHESTER COUNTY AIRPORT REGULATIONS
Harry Stanton gave an overview of the updated regulations for the Westchester County Airport. These changes include some new post 9-11era updates.

Was requested for the County Attorney’s office to look into whether an Act is efficient to make the proposed changes. How will we regulate the behavior of people outside of Westchester County? The county attorney’s office explained we often regulate by act for County property.

It was suggested by Legislator Abinanti that a civil penalty may be more appropriate.

(Pinto, Burton) Move to adjourn the Committee on Public Works, Transportation, Labor and Parks.

Motion to adjourn was passed 5-0. Committee on Public Works adjourned at 1:55 p.m.

HUMAN RIGHTS COMMISSION REMEDIES
(Bronz, Myers) Move for all purposes to expand the remedies that may be imposed by the Westchester County Human Rights Commission in connection with a determination that a respondent has committed an unlawful discriminatory practice.

The law department discussed the chart which was prepared at the request of the committee that compares the proposed changes to some other existing Human Rights Laws.

Abinanti requested a copy of a New York State Human Rights Commissioner initiated case.

(Abinanti, Rogowsky) move to amend the motion for public hearing only. 2-4 motion defeated.

(Bronz, Jenkins) Move to call the question. Approved 6-0.

Motion approved 5-0-1 (Rogowsky-wop), (Abinanti-abstention)

FEDERAL PACKAGE
Need to acquire the NACo resolutions which were passed. A standard needs to be considered about what has a direct impact on Westchester.

(Myers, Bronz) Move to adjourn The Committee on Legislation. Motion passed 6-0.

Committee on Legislation adjourned at 2:43 P.M.
