With a quorum present, the Committee on Legislation was called to order at 1:12 p.m.

With a quorum present the Committee on Environment & Energy was called to order at 1:20 p.m.

LEAF BLOWERS
Chair Abinanti gave a summary of the discussion that occurred in the Committee on Environment & Energy. Andrew Neuman discussed some of the changes which were made to the legislation.

(LaMotte, Myers) Move to approve the local law on leaf blowers for the Committee on the Environment and Energy.

(Bronz, Young) Move to approve the local law on leaf blowers for the committee on Legislation for all purposes. Public hearing set for March 26, 2007. Motion for E&E approved 4-0. Motion approved for Committee on Legislation 8-0.

(Kaplowitz, Myers) Move to adjourn E&E. Motion passed 4-0.

The Committee on E&E to adjourned at 1:27 p.m.

EXPAND REMEDIES IMPOSED BY THE WESTCHESTER
HUMAN RIGHTS COMMISSION
Abinanti requested a chart analyzing how other Human Rights Commissions are functioning: proposed changes, New York State, and New York City.

Pinto asked for another week to clean up and to take this up for discussion at the next meeting, Monday at 1:00 p.m.

Abinanti asked Pinto to notify members of the Business Community of the HRC meeting.

There was a discussion of items for debate on future Committee agendas.

(Abinanti, Jenkins) Move to receive and file item 19. Approved 7-0.

(Myers, Bronz) Move to receive and file item 12. Approved 7-0.

The Committee requested the Chairman write to the County Attorney regarding item 52.

(Abinanti, Myers) move to receive and file item 79. Approved 7-0.

(Oros, Jenkins) Move to adjourn The Committee on Legislation. Motion passed 7-0.

Committee on Legislation adjourned at 2:46 P.M.
