With a quorum present, the Committee on Legislation was called to order at 1:04 p.m.
MINUTES
(Burrows, Myers) Move to approve the minutes of June 4, 2007, May 14, 2007 and May 21, 2007. Approved 6-0
(Young, Rogowsky) Motion to approve the minutes of November 13, 2006. Approved 4-0-2.
NYS HOME RULE RESOLUTION FOR SALES TAX EXTENDER
(Jenkins, Young) motion to approve a Home Rule Resolution to enact A8482/S6062 to amend the tax law relating to the method of disposition of sales and compensating use tax revenue in Westchester county and enacting the Westchester county spending limitation act, in relation to extending the expiration thereof.
Motion approved 8-1 (Abinanti, Burrows-W.O.P.)
NYS HOME RULE RESOLUTION COMMUNITY PRESERVATION FUND
(Young, Bronz) motion to approve a Home Rule Resolution to enact A7849a/S5125a to establish the Hudson Valley community preservation act of 2007.
Motion approved 9-0 (Maisano, Burrows – W.O.P.)
FINANCIAL DISCLOSURE
(Rogowsky, Jenkins) move to amend Sections 883.61 and 883.71 of the Laws of Westchester County to provide for a separate financial disclosure form for individuals who serve on County Boards, commissions, and voluntary councils and an updated distribution list.
Mark Davies, former executive director of the Temporary State Commission on Local Government Ethics, wrote to commend Leg. Rogowsky’s proposal for a short form financial disclosure report for volunteer board members “makes sense and should be enacted forthwith.”
Rogowsky stated that some boards such as the Board of Health and the Professional Prequalification Board will fill out form A.
The volunteer boards that are required to fill out the long form will be listed in section 883.61 (1).
Motion approved 6-0
