MINUTES: January 25, 2007

With a quorum present, the Committee on Legislation was called to order at 10:52 a.m.

MINUTES
(Myers, Burrows) Move to approve the minutes of July 24, 2006. Motion passed 6-0.

ETHICS REFORM
There was a discussion of changes to the ethics code and the financial disclosure requirements. Mr. Pinto asked committee members to address any proposed amendments with their respective caucus and inform the committee of any suggestions.

STATE LEGISLATIVE PACKAGE
There was a discussion of the STAR Program and whether it needs to be coupled with capping the school property tax.

Mr. Pinto expressed a desire to send a package of no more then 15 items to Albany. Items which are not included can be sent by letter if legislators desire to do so. There was additional debate about how the package should be structured and the number of items to include.
The committee decided to have four categories which will be entitled Budget, County, Statewide and Regional.

The Committee went through and discussed the proposals which were submitted by County and State Legislators to include in the State Package. Decisions were made about how to categorize and prioritize certain items.

The Committee is attempting to schedule the next meeting for Thursday, February 1, 2006 at 9:30 a.m. Staff will stay in touch with members.

(Bronz, Myers) Move to adjourn The Committee on Legislation. Motion passed 5-0.
