With a quorum present, the Committee on Legislation was called to order at 1:06 p.m.

MINUTES
(Bronz, Young) Move to receive and file items 67, 68, & 75. Motion passed 5-0.

STATE LEGISLATIVE PACKAGE
Chairman Pinto reported that it was agreed to remove the pistol permits item so it can be continued to be worked on separately.
(Young, Burrows) motion to withdraw the pistol permit item. Motion passed 6-0.

Mr. Burrows requested to serve on the joint committee to work on the details of legislation for pistol permit licensing reform.

Karen Pasquale discussed an additional item for the State Legislative Package: Increasing Funding to Westchester Regional Emergency Medical Service Council.

(Myers, Young) move to include the item requesting an increase in funding to Westchester Regional Emergency Medical Service Council in the State Legislative Package. Motion passed 6-0.

(Young, Myers) Move to approve the 2007 State Legislative Package. Motion approved 6-0.

EXPANDING PENALITES BY THE HUMAN RIGHTS COMMISSION
Director of the Westchester County Human Rights Commission, Delores Scott Brathwaite, discussed the need to expand the remedies they can impose in connection with a determination that somebody has committed an unlawful discriminatory practice.

Amendments will be made to the legislation and be resubmitted for consideration at our meeting of March 12. Mr. Burrows requested a copy of the state statute for the New York State Human Rights Commission to see what kind of penalties they are permitted to impose.

REWARDS FOR INFORMATION
With a quorum present, the Committee on Public Safety & Security was called to order at 2:12 P.M.

A. Neuman and D. Long discussed the intent of the legislation and what the Department of Public Safety hopes to accomplish. The Board is looking to expand and update this legislation.

The approval process needs to be maintained by the Budget and Appropriations Committee. The Committee requested to keep the provision regarding the Chairman of the Board of Legislators intact, and resolved to check on its legality. The Committee also discussed the severity of crimes in qualifying for such rewards programs.

(Swanson, Pinto) Move to adjourn the Committee on Public Safety and Security. Motion passed 3-0

(Myers, Abinanti) Move to adjourn The Committee on Legislation. Motion passed 5-0.
