With quorums present, the Committees on Budget & Appropriations; Housing, Planning & Government Operations; Family, Health & Human Services, Public Works, Transportation, Labor & Parks were called to order at 10:11 a.m.
ITEM A14
A legislative package containing an Act authorizing the conveyance County property located on the corner of Court and Quarropas Streets in White Plains to a corporation formed by HANAC, Inc. and the Bluestone organization for the purpose of constructing affordable senior housing. This item was previously discussed at the 4/24/06 Committee meeting. The Department of Planning reiterated their belief that the project was both timely and necessary.
Based on concerns raised upon review of the revised version of the legislation, members made the following requests:
A copy of the Zoning Analysis.
County Attorney’s office review adding a reverter to the existing legislation as opposed to drafting a straight lease agreement.
Planning Dept. and Developer consider the changes to pertinent numbers associated with the project by a lease.
Members requested the following revisions to the legislation:
Planning & Developer discuss how the money or # of years will be altered by a straight lease.
Something in writing from the City of White Plains.
Conveyance of the property until appropriate local approval is obtained.
Copy of zoning analysis.
After much discussion, it was decided the item would be held until a subsequent meeting.
