With a quorum present, the Committee on Budget & Appropriations (B&A) was called to order at 10:12 a.m.

With a quorum present, the Committee on Families, Health & Human Services (FHHS) was called to order at 10:12 a.m.

The following items were discussed and/or voted on:

On the motion of Legislator Pinto, seconded by Legislator Alvarado, the minutes of the 2/26/07 and 3/5/07 meetings were approved 6-0.

1) A47: WCHCC Agreement: Proposed Act authorizing the County to enter into an agreement with WCHCC whereby the County will refer patients for tuberculosis-related services.

B&A - Motion: Alvarado; Second: Pinto; approved 6-0.
FHHS - Motion: Burton; Second: LaMotte; approved 5-0.

2) A48: WCHCC Agreement: Proposed Act authorizing the County to enter into an agreement with WCHCC whereby the County will refer late stage syphilis patients for diagnosis by lumbar puncture.

B&A - Motion: Alvarado; Second: Pinto; approved 6-0.
FHHS - Motion: Burton; Second: LaMotte; approved 5-0.

3) A49: WCHCC Agreement: Proposed Act authorizing the County to enter into an agreement with WCHCC whereby the County will refer Department of Health patients in need of emergency medical services and treatment to the WCHCC.

B&A - Motion: Alvarado; Second: Pinto; approved 6-0.
FHHS - Motion: Burton; Second: LaMotte; approved 5-0.

With no further business to discuss, Legislator Burton made a motion to adjourn FHHS. Seconded by Chair Myers, the committee adjourned at 10:23 p.m.

4) A56: Urban County Application: Proposed Act authorizing the County to submit an Urban County Application under the Federal Community Development Block Grant, Emergency Shelter Grant, and HOME and American Dream Downpayment Initiatives Programs, including an Amendment to the FY 2004-2008 Consolidated Plan, and to accept such Grants.

Motion: Pinto; Second: LaMotte; approved 7-0.

5) C144: Bond Act: Proposed act authorizing the issuance of up to $6,000,000 in bonds to finance Capital Project RP22B-PRC/Playland-Existing Ride Acquisition.

Motion: Pinto; Second: Burton; approved 7-0.

6) C121: Bond Act: RP030: Authorizing the issuance of $1,550,000 in bonds - Playland Infrastructure Reconstruction.

Chair Kaplowitz requested a breakdown of the work and the $1,550,000.

Motion: Alvarado; Second: Pinto; approved 7-0.

7) A41/C115: Bond Act: RP049: Stored Value Card Ticketing System Access Control Enhancements, Various County Facilities.

The Committee agreed the amount requested should be reduced to the $1.4 million needed.

Motion: Oros; Second: Pinto; approved 7-0 (as amended).

8) A52: Initiation of Lawsuit: Proposed Act authorizing the County Attorney to initiate a lawsuit against Zbigniew Orlewicz, the owner of a Westchester County Affordable Housing unit, for violations of the property’s deed restrictions.

Motion: Abinanti; Second: Spreckman; approved 7-0.

9) A53: Initiation of Lawsuit: Proposed Act authorizing the County Attorney to initiate a lawsuit against Gloria Krieger a.k.a. Gloria Dibetta, the owner of a Westchester County Affordable Housing unit, for violations of the property’s deed restrictions.

Motion: Abinanti; Second: Spreckman; approved 7-0.

10) A54: Initiation of Lawsuit: Proposed Act authorizing the County Attorney to initiate a lawsuit against Steven Sica, the owner of a Westchester County Affordable Housing unit, for violations of the property’s deed restrictions.

The Committee agreed this legislation needs to be revised to reflect a second defendant - the purchaser of the unit. No vote was taken on this item.

The A&C Calendar was distributed.

With no further business to discuss, Legislator Burton made a motion to adjourn B&A. Seconded by Legislator Spreckman, the committee adjourned at 11:42 p.m.
