Meeting called to order at 3:20 pm.

- E&E No. 63 – [Private Well Testing Legislation] A proposed local law to require the testing of private well water systems upon the sale of property [and for leased properties.
Committee members continued review of this item, discussing various provisions of the proposed law. The Committee requested that the Law Department revise the legislation regarding the duty of agents. The Committee heard comments from the following parties: Mr. Gilbert Mercurio, Westchester County Board of Realtors; Ms. Roberta Wiernik, League of Women Voters, and other LWV members; and Mr. Cesare Manfredi, Federated Conservationists of Westchester County.
- E&E No. 87 – [Fertilizer Restrictions Legislation] A proposed local law establishing regulations for lawn fertilizer application and sale.
Ms. Gerry, Ms. D’Agrosa and County staff provided an overview of the proposed law. The Committee heard comments from various parties, including landscapers, golf course managers, and nursery owners. Chair Abinanti closed discussion on this item and additional consideration will likely occur at a future Committee meeting.
- E&E No. 64 – [Septic System Notification Legislation] A proposed local law requiring purchasers or transferees of real property containing a separate sewage disposal system to file a notification.
The Committee continued discussion of this item and heard comments from meeting attendees.
On the motion of Legislator Kaplowitz, seconded by Legislator Myers, the meeting was adjourned (all in favor, aye). Meeting adjourned at 5:20 pm.
