With a quorum present, the Budget and Appropriations Committee was called to order at 9:52 a.m.
ITEM A1
July package of court-ordered certiorari refunds totaling $876,736.50 to be paid by the Commissioner of Finance.
On the motion of Legislator Pinto seconded by Legislator Stewart-Cousins, the item carried unanimously.
ITEM A9
An IMA with NYC to prepare a Watershed Management Plan for the Bronx River. The goal of the Plan is to protect and restore the Bronx River, identify priority land use management approaches and techniques used to reduce polluted storm water runoff and improve overall water quality and aquatic habitat.
On the motion of Legislator Burton seconded by Legislator Pinto, the item carried 7-0.
ITEM C92(BIT03)
A Bond Act in the amount of $1.2 million to finance the New Desktop Systems project. The bonding will fund the purchase of desktop and laptop personal computers to upgrade obsolete equipment for the County’s base of currently deployed personal computers. The project is necessary due to the rapid decline in computer value, the inability of older computer to operate newer software, the introduction of newer cheaper models and the increased cost of repairing old computers.
Department informed members agencies are used that remove old equipment for a nominal fee.
On the motion of Legislator Burton seconded by Legislator Pinto, the item carried 7-0.
ITEM C93(BIT15)
A Bond Act in the amount of $1 million to finance the Replacement of E-911 Equipment. The bonding will fund the replacement of approximately 22% of existing E-911 equipment, including purchase and installation of communications and computer equipment and software.
Entire project is comprised of 4 phases, there is not sufficient money in the E-911 Budget to fund the remaining phases, therefore this bond act is necessary.
On the motion of Legislator Burton seconded by Legislator Pinto, the item carried 7-0.
ITEM A11
An IMA with Greenburgh in order to reimburse an amount not to exceed $106,000 for the term commencing 1/1/06 terminating 12/31/07 for the
Due to miscommunications with Greenburgh the reimbursement rates and the total contract amount requested were insufficient to cover costs for police personnel and had never been approved by the Town.
For B&A: On the motion of Legislator Stewart-Cousins seconded by Legislator Pinto, the item carried 7-0.
For PSS: On the motion of Legislator Pinto seconded by Legislator Stewart-Cousins the item carried 6-0.
ITEM C77(B0062)
A Bond Act in the amount of $1 million to finance the Upgrade Fire Alarm system project at the Labs & research Facility at the Valhalla Campus. The bonding will fund the cost of upgrading the existing fire alarm system at the facility.
Breakdown of project cost was requested a.s.a.p.
For B&A: On the motion of Legislator Burton seconded by Legislator Rogowsky, the item carried 6-0 with Legislator Oros voting without prejudice.
For PSS: On the motion of Legislator Pinto seconded by Legislator Burrows, the item carried 5-0 with Legislator Burrows voting without prejudice.
ITEM A22
An IMA with the Hawthorne Fire District for the term commencing 1/1/06 terminating 12/31/06 during which time the District will participate in specialized training and activities with the Grasslands fire Brigade in order to respond to the unique environments existing on the campus. The district will furnish at its sole cost all necessary equipment.
For B&A: On the motion of Legislator Swanson seconded by Legislator Pinto, the item carried 6-0.
For PSS: On the motion of Legislator Swanson seconded by Legislator Pinto, the item carried 5-0.
ITEM A25
An IMA with the Valhalla Fire Dsitrict for the term commencing 1/1/06 terminating 12/31/06 during which time the District will participate in specialized training and activities with the Grasslands fire Brigade in order to respond to the unique environments existing on the campus. The district will furnish at its sole cost all necessary equipment.
For B&A: On the motion of Legislator Swanson seconded by Legislator Pinto, the item carried 6-0.

ITEM C91(BES03)
A Bond Act in the amount of $5,675,000 to finance the Support Services Facility project. The bonding will fund the cost of construction of a separate support services building at the R. A. Flynn Training Center located at the Grasslands Reservation in Valhalla. The new facility is proposed to house emergency response apparatus, as well as equipment and supplies currently stored in the DES main building.
With 9,000 sq. ft of garage space and 5,000 sq. ft of storage space facility will address all previous concerns
A power point presentation will be provided for committee review.
For B&A: On the motion of Legislator Oros seconded by Legislator Swanson, the item carried 6-0.
For PSS: On the motion of Legislator Pinto seconded by Legislator Burrows, the item carried 5-0.
ITEM A29
An IMA with Mount Vernon whereby the Department of Probation and County Attorney’s office will continue participating in a program, originally begun in 2004, that seeks to reduce and prevent juvenile crime within the City. The funding is provided through a Federal grant totaling $143,323 of which the County will receive $72,000 to cover its personnel costs.
For B&A: On the motion of Legislator Abinanti seconded by Legislator Pinto, the item carried 7-0.
For PSS: On the motion of Legislator Pinto seconded by Legislator, the item carried Swanson 4-0.
With no further business to discuss the meeting adjourned at 10:58 am.
