With a quorum present, the Budget and Appropriations Committee was called to order at 10:10 a.m.

MINUTES
On the motion of Legislator Rogowsky seconded by Legislator Burton, the minutes for May 15 and May 22, 2006 were approved unanimously.

RECEIVE & FILE
A petition from the Town of Yorktown requesting the inclusion of parcels into the Peekskill Sanitary Sewer District.

On the motion of Legislator Rogowsky seconded by Legislator Burton, the item was received & filed unanimously.

ADDED STARTER “A”
Resolution authorizing the return of 5 parcels in the Town of Cortlandt to the Peekskill Sanitary Sewer District (Laurie and Cynthia Roads). The parcels had been previously removed in 1998.

On the motion of Legislator Oros seconded by Legislator Burton, the item carried 8-0.

ITEM A1
A gift of $10,000 from Ginsburg Development, LLC to be used for trailblazer signs, part of the Westchester River Walk Signage Pilot Program by the Department of Planning.

On the motion of Legislator Oros seconded by Legislator Burton, the item was received & filed unanimously.

ITEM A3
The May information package of Court Ordered refunds totaling $724,026.57 which will be paid by the Commissioner of Finance.

On the motion of Legislator Burton seconded by Legislator LaMotte, the item was received & filed unanimously.

ITEM A18
An Act authorizing the payment of the Mortgage Tax Receipts, apportioned according to and as mandated by the New York State Tax Law to various cities, towns and villages. The Mortgage Taxes received by the County Clerk from 10/1/05 to 3/31/05 totaled $28,208,452.52.

On the motion of Legislator Pinto seconded by Legislator Burton, the item carried 8-0.

 With a quorum present, the Committee on Public Safety convened at 10:19 am.

ITEM A10
An Act authorizing a 4-year IMA with Yonkers, Mt. Vernon, New Rochelle and White Plains for the distribution of the Edward Byrne Memorial Justice Assistance Grant. The total amount of the grant is $126,561 the County’s department of Probation will receive $12,656 to cover personnel/overtime costs incurred in providing 24 hour response to probationer violations of GPS electronic monitoring.

For Budget: On the motion of Legislator Pinto seconded by Legislator Spreckman, the item carried 8-0.
For Public Safety: On the motion of Legislator Pinto seconded by Legislator Spreckman, the item carried 5-0.

ITEM A11
An Act authorizing the amendment of an existing IMA with Peekskill to increase the amount of the IMA from $201,710 to an amount not-to-exceed $275,400for the term commencing 1/1/04 and terminating on 12/31/05. This adjustment is necessary as the result of an unforeseen increase in the number of prisoner transports that Peekskill was required both in ’04 and ’05. The amount requested for the ’06 and ’07 IMA has been adjusted to reflect the increased volume of transports.

For Budget: On the motion of Legislator Oros seconded by Legislator Spreckman, the item carried 8-0.
For Public Safety: On the motion of Legislator Pinto seconded by Legislator Spreckman, the item carried 5-0.

ITEM A13
An Act authorizing an IMA with Peekskill to reimburse an amount not-to-exceed $285,000 for the costs incurred in transporting prisoners who have been arraigned to and from Peekskill and the County Jail for the term commencing 1/1/06 terminating 12/31/07.

For Budget: On the motion of Legislator Oros seconded by Legislator Spreckman, the item carried 8-0.
For Public Safety: On the motion of Legislator Pinto seconded by Legislator Spreckman, the item carried 5-0.

ITEM A20
An Act authorizing an IMA with New Rochelle not-to-exceed $388,000 for the costs incurred in transporting prisoners who have been arraigned to and from the County Jail for the term commencing 1/1/06 terminating 12/31/07.

For Budget: On the motion of Legislator Pinto seconded by Legislator Spreckman, the item carried 8-0.
For Public Safety: On the motion of Legislator Pinto seconded by Legislator Spreckman, the item carried 5-0.

ITEM C60
A $3,350,000 Bond Act to finance Phase I of the Security System Integration Project at the County Jail Division. The bonding will fund the integration of security systems installed in the new County Penitentiary with compatible and high –tech security systems that are necessary for the 1932 Jail and the 1992 Jail Tower.

After much discussion, the item was held pending further consideration by the Sub-Committee on Capital Projects. A full breakdown of the project was requested.

o After much discussion concerning the following 3 joint items:

For Budget: A motion made by Legislator Kaplowitz seconded by Legislator LaMotte on to reconsider the following items carried 7-1 with Legislator Rogowsky voting no.

The vote taken by Public Safety will stand: On the motion of Legislator Pinto seconded by Legislator Spreckman the item carried 5-0 with Legislators Kaplowitz and Swanson voting without prejudice.

ITEM C61
A $600,000 Bond Act to finance theCounty Jail Renovation project.

ITEM C62
A $300,000 Bond Act to finance the Life Safety Improvements project.

ITEM C63
A $125,000 Bond Act to finance the Emergency Services Command Center Project.

o A breakdown of the campus population was requested.

APPOINTMENT OF COMMITTEE VICE CHAIR
With no objections, Committee member Martin Rogowsky was appointed Vice-Chair by Budget & Appropriations Committee Chairman Michael Kaplowitz.

With no further business to discuss, the meeting adjourned at 11:44 am.
