With quorums present, the Committees on Budget & Appropriations and Housing, Planning & Government Operations were called to order at 10:08 a.m.

ITEM A13
An agreement between the County and the WCC Federation of Teachers on a four year contract which is in compliance with the Fair Employment Act and will commence on September 1, 2004 and end August 31, 2008.

For Budget: On the motion of Legislator LaMotte seconded by Legislator Stewart-Cousins, the item carried 9-0.
For Government Operations: On the motion of Legislator Pinto seconded by Legislator Spreckman, the item carried 5-0.

The Committee on Housing, Planning & Government Operations adjourned at 10:30 am.

ITEM C46(WCC53)
A $2.3 million dollar Bond Act which includes $1,150,000 in previously authorized bonds to fund the WCC Gateway Building project. The bonding will finance the construction management for the new gateway building. The building will provide additional instructional space and the ESL program will be a key component of the building.

On the motion of Legislator Alvarado seconded by Legislator Pinto, the item carried 10-0.

ITEM C47(WCC73)
A $1,266,000 dollar Bond Act to fund the WCC Technology Upgrade project. The bonding will finance the acquisition of hardware needed for SMART classrooms, new student computer labs, graphic printers, wireless building capability, distance learning, storage area network and switch, server and security network enhancements.

On the motion of Legislator Pinto seconded by Legislator Alvarado, the item carried 10-0.

ITEM C48(WCC71)
A $100,000 dollar Bond Act to fund the WCC Satellite Space and Technology Improvement project. The bonding will finance the purchase of hardware needed for SMART classrooms, Graphics Printers and Wireless communications for various satellite locations.

On the motion of Legislator Stewart-Cousins seconded by Legislator Burton, the item carried 10-0.

ITEM A26
An IMA with the Village of Pleasantville for the study of pedestrian circulation and transit access improvements in the vicinity of the Pleasantville Railroad Station. The Village received 2 Federal Transit Administration earmarks for this study and secured the necessary matching funds for this project. Due to their lack of “Designated Recipient” status the County, an existing “Designated Recipient” has agreed to access the funds on the Village’s behalf and act as a pass through for the funds.

On the motion of Legislator Swanson seconded by Legislator Burton, the item carried 10-0.

With a quorum present Public Works convened at 10:49 am.

ITEM C49(T001N)
A $3.6 million dollar Bond Act to fund the Transit Bus Replacement project; the bonding will finance the purchase of 30 new buses with spare parts and equipment. These replacement vehicles will be ADA accessible and utilize ultra low sulfur fuel that creates low emissions.

For Budget: On the motion of Legislator Pinto seconded by Legislator Burton, the item carried 10-0, with legislators LaMotte, Oros and Swanson voting without prejudice.
For Public Works: On the motion of Legislator Pinto seconded by Legislator Burton, the item carried 5-0, with Legislator Swanson voting without prejudice.

ITEM C45(BPS11)
A 195,000 bond Act to fund the purchase of Heavy Equipment, the bonding will finance the purchase of a new patrol boat to be used by the Department of Public Safety to further fulfill its mission of supporting all municipalities throughout the County by providing patrol, rescue services and security details on the Hudson River and Long Island Sound.

For Budget: On the motion of Legislator Alvarado seconded by Legislator Pinto, the item carried 9-0.
For Public Works: On the motion of Legislator Alvarado seconded by Legislator Pinto, the item carried 5-0.

RECEIVE & FILE
On the motion of Legislator Alvarado seconded by Legislator LaMotte item B7:Town of Yorktown Resolution requesting the Gomer St. Sewer Modification and B33: the County Legislature’s Fair Share Health Care Resolution were received & filed unanimously.

ITEM A27/C52(RB073)/C53(RB093)
A package of legislation including: an IMA with the Town of Bedford for the transfer to the Town of ownership of 0.24 miles of Jay Street between Katonah and Route 22 and 3.03 miles of Bedford Center Road between Main Street and Route 22 and any related right-of-way. And two Capital Project Bond Act authorizations: $60,000 for Capital Project RB073 and $2.1 million for Capital Project RB093.

Capital Project RB073: The County will assist the Town with the design and construction of a sidewalk along the 0.24 mile length of the road between Mustato Rd. and Goldens Bridge Rd.
Capital Project RB093: The Bedford Rd. rehab project includes the resurfacing, replacement of existing concrete curbing and replacement of existing guiderail from Adams St. to I-684.

For Budget: On the motion of Legislator LaMotte seconded by Legislator Kaplowitz, the item carried 9-0.
For Public Works: On the motion of Legislator Pinto seconded by Legislator Burton, the item carried 4-0.

With no further business to discuss the meeting adjourned at 11:18 am.
