With quorums present, the Budget & Appropriations and Public Works, Transportation, Labor & Parks Committees were called to order at 10:20 a.m.
MINUTES
On the motion of Legislator Alvarado seconded by Legislator Burton, the minutes for February 6, 2006 were approved unanimously for both committees.
ADDED STARTER
An Act authorizing a settlement between the New York State Department of Health, Office of Mental Retardation and Developmental Disabilities, Office of Mental Health and the Westchester County Department of Social Services regarding 621 eligibles claims.
In 2004 the County retained the services of Nancy Rose Stormer, P.C. to identify codes and claims within the Medicaid system to determine the identity of individuals whose Medicaid payments, after deducting the Federal share, should have been paid 100% by the State, but were not because of errors in the State’s coding. The $5,825,260 settlement will cover all claims for the past 10 years and will be included in the County’s 2005 financial year.
On the motion of Legislator Burton seconded by Legislator Pinto, the item carried 8-0.
ITEM C4(B015A)
Issuance of $450,000 in Bonds to finance the White Plains Complex Interior Infrastructure Repairs project, this amount includes $150,000 in previously authorized bonds. The bonding will fund the cost of design, construction management and construction for the replacement of 3 sprinkler riser isolation valves in the MOB stairwells; hardware and keying system upgrade at MOB and repairs/replacement of existing mechanical equipment, piping and ancillaries in the sub-basement to support the common infrastructure operation for the MOB.
For Budget: On the motion of Legislator Burton seconded by Legislator Pinto, the item carried 9-0.
For Public Works: On the motion of Legislator Myers seconded by Legislator Burton, the item carried 6-0.
ITEM C5(B0020)
Issuance of $1,160,000 million in Bonds to finance the Installation of Emergency Generators at 112 East Post Road and 85 Court Street project. The bonding includes $160,000 in previously authorized bonds. The emergency generators are necessary to power the life safety systems at each facility.
After much discussion, it was suggested the Public Works committee meet with the Department over the next 30 days to satisfy concerns raised by members of the Committee. It was decided this item would be held until the second committee meeting in April.

Issuance of $1,000,000 in Bonds to finance the White Plains Complex HVAC Equipment Reinforcement project. The bonding will fund the cost of design, construction and construction management related to the repair, refurbishment/replacement of various HVAC equipment, distribution equipment and systems, building controls and all related work at 143 Grand Street.
For Budget: On the motion of Legislator LaMotte seconded by Legislator Pinto, the item carried 9-0.
For Public Works: On the motion of Legislator Burton seconded by Legislator Pinto, the item carried 6-0.
ITEM C8(B0077)
Issuance of $300,000 in Bonds to finance the Infrastructure improvements at the Valhalla Campus and the Mount Vernon Office Complex project. The Department advised funding requests for 2005-2007 inclusively will be directed toward the Mount Vernon Office Complex boiler room equipment and systems which were obsolete. The bonding will fund the cost of design, construction management and construction in connection with the first phase of the boiler replacement at the Mount Vernon Office Complex.
For Budget: On the motion of Legislator Pinto seconded by Legislator Burton, the item carried 9-0.
For Public Works: On the motion of Legislator Pinto seconded by Legislator Swanson, the item carried 5-0.
ITEM C22(RTB06)
Issuance of $1.8 million in bonds to finance the Tibbett’s Pool Exterior Rehabilitation project. The bonding will fund the rehabilitation or replacement of elements of the Tibbett’s Brook Park Bathhouse such as its roofing materials, structural members, windows, doors, locker room facilities and restrooms. The Pool and bathhouse were first opened in 1928 and no major capital projects have taken place on the bathhouse since that time. The entire cost of the project will be approximately $4.2 million; the remaining bond request will be made in 2007.
Commissioner Stout offered to present a master plan for the Tibbett’s Park complex at a subsequent Parks Committee meeting.
For Budget: On the motion of Legislator Alvarado seconded by Legislator Stewart-Cousins, the item carried 9-0, with Legislators LaMotte and Oros voting without prejudice.
For Public Works: On the motion of Legislator Alvarado seconded by Legislator Stewart-Cousins, the item carried 5-0.
ITEM C23(RTB04)
Issuance of $340,000 in Bonds to finance the Tibbett’s Brook Park Site Work project. The bonding will fund the cost of the reconstruction, resurfacing of pathways, as well as drainage work related landscaping and site work.
Tibbett’s Park has recently been determined eligible for listing on the National Register of Historic Places. The landscape is a major contributor to this eligibility. The project will help to insure that the water is channeled correctly and provide protection to the existing roads, picnic areas and pathway system.
For Budget: On the motion of Legislator Alvarado seconded by Legislator Burton, the item carried 8-0 with Legislator Swanson voted without prejudice.
For Public Works: On the motion of Legislator Alvarado seconded by Legislator Pinto, the item carried 5-0, with Legislator Swanson voted without prejudice.
ITEM C26(RSP02)
This Act would amend the scope of work of the previously authorized $610,000 Bond Act for the construction of the children’s pool area at the existing pool complex at Sprain Ridge Park to include the design of the rehab of the entire Sprain Ridge Pool Complex modernization.
For Budget: On the motion of Legislator Stewart-Cousins seconded by Legislator Alvarado, the item carried 9-0, with Legislators Oros and Swanson voting without prejudice.
For Public Works: On the motion of Legislator Stewart-Cousins seconded by Legislator Alvarado, the item carried 5-0, with Legislator Swanson voting without prejudice.
