With a quorum present, the Budget and Appropriations Committee was called to order at 10:13 a.m.

With a quorum present, the Generational, Cultural, and Ethnic Diversity Committee was called to order at 10:14 a.m.

ITEM A13

Mary Kate Cabaleiro from the County Youth Bureau went over the IMA’s with the Youth Bureau’s of Mount Vernon, Peekskill, and White Plains for the County’s Urban Youth Initiative “Invest in Kids” program for an amount not to exceed $317,000 to be used from April 1, 2006 through December 31, 2006.

On the motion of Legislator Burton seconded by Legislator Ursula, the item carried 8-0 for Budget & Appropriations.

On the motion of Legislator Pinto seconded by Legislator Young, the item carried 4-0 for Generational, Cultural and Ethnic Diversity.

Moved by Legislator Young and seconded by Legislator Bronz, the Committee on Generational, Cultural and Ethnic Diversity adjourned at 10:16 a.m.

ITEM A29

Sal Carrera, Director of Economic Development, and Larry Salley, Commissioner of the Department of Transportation, discussed a lease agreement with Signature Flight Support Corp. for space at the County Airport. Mr. Carrera provided a copy of the final release as was requested by Legislator Rogowsky during a previous meeting.

On the motion of Legislator Burton seconded by Legislator Spreckman, the item carried 10-0.

ITEM A28

An act conveying 1.8 acres of County property in Mount Pleasant to Pepe Fareri One was discussed at length with Sal Carrera, Director of Economic Development. Legislators LaMotte and Rogowsky asked that the item be kept on the agenda until representatives from Westchester Medical Center can speak to the Committee on the issue. The item was held over until the Medical Center provides further insight.

ITEM A18
With a quorum present, the Committee on Public Works, Transportation, Labor and Parks was called to order at 10:40 a.m.

An IMA with the Town of Cortlandt to license 161 acres of County parkland in the Oscawana/McAndrews park to be used for municipal recreational purposes.
Deputy Commissioner of Parks, Dan McBride explained why the County chooses to lease the land to Cortlandt rather than selling it to them. He said it would isolate the land, and both parties involved are happy with the current agreement. The renewal is late this year because Cortlandt had agreed to fulfill several requests by the County and they were late in completing them.

On the motion of Legislator Burton seconded by Legislator Oros, the item carried 10-0 for Budget & Appropriations.

On the motion of Legislator Burton seconded by Legislator Pinto, the item carried 5-0 for Public Works, Transportation, Labor and Parks.

ITEM A19
This is an Act modifying the Saw Mill Sanitary Sewer District by the removal of 8 parcels as requested by the Town of Mount Pleasant. Commissioner of Environmental Facilities, Tony Landi, explained the decision to remove the parcels.

On the motion of Legislator Swanson seconded by Legislator Burton, the item carried 10-0 for Budget & Appropriations and 5-0 for Public Works, Transportation, Labor and Parks.

Moved by Legislator Swanson and seconded by Legislator Burton, the Committee on Public Works, Transportation, Labor and Parks adjourned at 10:47 a.m.

ITEM C60
With a quorum present, the Public Safety and Security Committee was called to order at 10:47 a.m.

Bond Act BCR47 in the amount of $3,350,000 is to finance the Security System Integration Project for the Jail Division. This bond act will fund Phase I of the security systems installation at the new County Penitentiary. The Commissioner of the Department of Probation, Rocco Pozzi, explained the Bond Act to the Committees.

On the motion of Legislator Pinto seconded by Legislator Burton, the item carried 10-0 for Budget and Appropriations.

On the motion of Legislator Pinto seconded by Legislator Spreckman, the item carried 6-0 for Public Safety and Security.

Moved by Legislator Pinto and seconded by Legislator Spreckman the Public Safety and Security Committee adjourned at 10:55 a.m.

ITEMS C61-63
Commissioner Pozzi discussed Bond Acts BCR24, in the amount of $600,000 for County Jail Renovation, BCR19, in the amount of $300,000 for Life Safety Improvements for the new fire alarm and public address systems at the County Jail, and BCR46, in the amount of $125,000 for the Emergency Services Command Center at the Jail.

On the motion of Legislator Pinto seconded by Legislator Burton, the items carried 10-0.

ITEM B5
Tony Landi, Commissioner of Environmental Facilities explained the Proposed Local Law to consolidate all the operations and maintenance costs incurred in the County Sanitary Sewer System. A lengthy discussion ensued, with the Legislators from Yonkers and Peekskill having many concerns.

On the motion of Legislator Rogowsky seconded by Legislator Burton, the item did not pass the Committee with a vote of 6-5. Legislators Rogowsky, Ryan, Burton, Pinto and Kaplowitz voted in favor of the item; Legislators Stewart-Cousins, Alvarado, Oros, Spreckman, LaMotte and Swanson voted against it.

With no further business to discuss, the meeting adjourned at 11:22 with a motion by Legislator Pinto seconded by Legislator Burton.
