MINUTES: January 30, 2006

With a quorum present, the Budget and Appropriations Committee was called to order at 10:07 a.m.

C.B.A.C. approval
On the motion of Legislator Pinto seconded by Legislator Spreckman the existing members of the Citizens budget Advisory Committee were approved unanimously.

MINUTES
On the motion of Legislator Spreckman seconded by Legislator Pinto the minutes for January 23, 2006 were approved unanimously.

ADDED STARTER
Finance Director Pucillo briefed members on January 24, 2006 memo regarding the cash drawdown of Tobacco Proceeds by the Westchester County Health Care Corporation. The January $20 million drawdown is in accordance with BOL Act No. 209-2005 and will be used to back fill the Medical Center’s 2006 Operating Budget. This item required no Committee action.

ITEM A2
The December package of court ordered refunds totaling $444,191.10 to be paid by the Commissioner of Finance.

On the motion of Legislator Alvarado seconded by Legislator Pinto the item carried unanimously.

ITEM A1
Acceptance of a gift from the Friends of Westchester County Parks, Inc. of a 1989 Freedom 170 boat and related safety equipment worth $3,900 to be used at Playland.

On the motion of Legislator Alvarado seconded by Legislator Pinto the item carried unanimously

ITEM A3
Acceptance of a gift from YAMAHA Motor Corp. U.S.A. of a loan of a Wave runner watercraft with a value of $7,899 to be used by the Department of Public Safety to assist in the patrol County waterways during the 2006 summer season. .
On the motion of Legislator Alvarado seconded by Legislator Pinto the item carried unanimously.

ITEM C12 (SW002)
A Bond Act request to finance the Waste Water Treatment Plant Structural Repairs and Rehab project. The administration has decided it was unnecessary to issue bonds for this project; therefore this item will be received and filed.

On the motion of Legislator Pinto seconded by Legislator Alvarado the motion to receive and file carried unanimously.

ITEM C13 (SY075)
A $500,000 Bond Act to finance the Pump Station Rehab Program, Saw Mill Sanitary Sewer District project. This funding is requested for the pump replacement at the Main Street and Ludlow pump stations.

On the motion of Legislator Burton seconded by Legislator Swanson the item carried 7-0.

ITEM C14 (SY037)
A $4,000,000 Bond Act to finance the Cellular Bulkhead Rehab project at the Yonkers Joint Treatment Plant. This funding is requested for the rehabilitation of both cellular and steel bulkheads, ensuring the integrity of the bulkheads is maintained.

On the motion of Legislator Burton seconded by Legislator Swanson the item carried 7-0.

ITEM C24 (SY021)
A $750,000 Bond Act to finance the Dewatering Equipment project at the Yonkers Joint Treatment Plant. This funding is requested to fund the design and construction management of replacement and /or rehabilitation of dewatering equipment.

On the motion of Legislator Burton seconded by Legislator Swanson the item carried 7-0.

ITEM C25 (SY016)
A $200,000 Bond Act to finance the Additional Water Service project at the Yonkers Joint Treatment Plant. This funding is requested to fund a study to determine the scope and project costs for an additional water source that is needed at the plant.

On the motion of Legislator Burton seconded by Legislator Swanson the item carried 7-0.

ITEM A17&18
Acts fixing the tax distribution spreadsheets and determining the amounts of County to be levied against the various towns and cities together with County warrants for the collection of such taxes for 2006.

On the motion of Legislator Burton seconded by Legislator Pinto the item carried 7-0.

 With a quorum present the Committee on Public Safety & Security was called to order at 10:37 am.

ITEM A4
Acceptance of a grant in the amount of $59,199 from the United States Department of Justice to purchase 11 antennas for the County’s Simulcast VHF interoperability system at eleven locations.

For Budget: On the motion of Legislator Alvarado seconded by Legislator Stewart-Cousins the item carried unanimously.
For Public Safety: On the motion of Legislator Swanson seconded by Legislator Pinto the item carried unanimously.

ITEM A11
An Act authorizing the County to enter into an IMA with the Valhalla Fire District for the reimbursement supplemental fire services provided to the County in 2005. For these services the Valhalla Fire District will receive $45,000.

For Budget: On the motion of Legislator Swanson seconded by Legislator Pinto the item carried 6-0.
For Public Safety: On the motion of Legislator Swanson seconded by Legislator Pinto the item carried 7-0.

ITEM A12
An Act authorizing the County to enter into an IMA with the Hawthorne Fire District for the reimbursement supplemental fire services provided to the County in 2005. For these services the Hawthorne Fire District will receive $13,000.

For Budget: On the motion of Legislator Swanson seconded by Legislator Pinto the item carried 7-0.
For Public Safety: On the motion of Legislator Swanson seconded by Legislator Pinto the item carried 7-0.

ITEM A14
A Resolution authorizing the Department of Information Technology to apply for a grant through the NYS Department of State Quality Communities Program for Environmental Protection Funds to support “Development of Spatial databases and Web-Based mapping Tools for Community Planning in the Town/village of Ossining and Village of Port Chester. The grant application is categorized as a community Growth Program project.

The amount of the grant is not to exceed $35,026.97, comprised of $28,000 in State funds and 47,026.97 in County matching funds.

On the motion of Legislator Alvarado seconded by Legislator Pinto the item carried 8-0.

ITEM A16
A Resolution authorizing the Department of Information Technology to apply for a grant through the NYS Department of Shared Municipal services Incentive Program in support of a feasibility and implementation study in the Cities of Peekskill and New Rochelle, Town of Bedford and Villages of Irvington and Port Chester. The study would analyze the County’s role in providing local governments with basic GIS services and programs and determine the most cost-effective and efficient means of cooperation. The study will also pinpoint specific means by which the County can leverage its existing GIS resources and infrastructure to surrounding municipalities for mutual gain.

On the motion of Legislator Alvarado seconded by Legislator Pinto the item carried 7-0.
