MINUTES: January 23, 2006

BUDGET & APPROPRIATIONS MEMBERS: Chair: Kaplowitz; Legislators: Alvarado, Burton, LaMotte, Oros, Pinto, Rogowsky, Spreckman, Stewart-Cousins, Swanson

With a quorum present, the Budget and Appropriations Committee was called to order at 10:20 a.m.

MINUTES
On the motion of Legislator Pinto seconded by Legislator Spreckman, the minutes of January 19, 2006 were approved as amended unanimously.

Citizens Budget Advisory Committee

An e-mail from CBAC member Arthur Stampleman was distributed for review the Citing several new commitments; Mr. Stampleman regretfully announced his resignation from the committee.

On the motion of Legislator Pinto, seconded by Legislator LaMotte, the committee accepted Mr. Stampleman’s letter of resignation unanimously.

Upon review of Mr. Bruce Gilchrist’s resume, the committee unanimously agreed to appoint Mr. Gilchrist to the Citizens Budget Advisory Committee.

In light of the 5 remaining CBAC positions available, members were encouraged to submit resumes for consideration.

Update of Governor’s Proposed Budget

Budget Director Carrano said many of the Governor’s proposed initiatives look promising for the County. She gave an update of several which included an increase in State Transportation Operating Assistance (STOA) aid, a cap on Medicaid costs and changes expected in the Early Intervention and Pre-K programs and exemptions for hybrid vehicles and Energy Star appliances.

Director Carrano will provide an update on Medicaid fraud in the next 2 weeks.

With no further business to discuss, the meeting adjourned at 11:13 am.
