MINUTES: January 19, 2006

The Budget and Appropriations Committee was called to order at 10:39 a.m.
Committee Chair Kaplowitz welcomed new members; Pinto, Burton and Swanson as well as returning members from the previous legislative session.
Meeting day and time
It was unanimously agreed the committee’s standing meeting day and time would be Mondays at 10 am.
Quroum
Legislator Kaplowitz suggested the quorum to convene a meeting and act on items before the committee be set at 6 members.
On the motion of Legislator Abinanti, seconded by Legislator Stewart-Cousins, the item carried unanimously.
Subcommittee review
o Oversight-It was decided the Subcommittee on Oversight will continue this legislative session at its established meeting time Fridays at 9 am.
o Capital Projects- Legislator Burton agreed to head the subcommittee this session, tentative meeting time- Fridays at 10:30 am.
o Medical Center- this subcommittee was abolished. Instead, status reports will be presented to the full committee on a quarterly basis or when Center CEO Mike Israel is scheduled to appear on other business.
Goals and Objectives
The committee will continue its charge of oversight, review and approval of all items before it with all appropriate and necessary due diligence.
Budget Director Carrano offered to share an analysis of the Governor’s budget and its impact on the County prior to her 1st Quarter Projection, if possible as well as updates on the State package and its affect on the County.
CBAC Membership
A complete list of the Citizens Budget Advisory Committee will be circulated for review and members were encouraged to submit resumes of potential appointees.
Legislator Kaplowitz informed members the County Space Summary for 2006 had been completed and was available for review upon request.

With no further business to discuss the meeting adjourned at 11:12 am.
