With a quorum present, the Budget and Appropriations Committee was called to order at 10:11 a.m.

RECEIVE & FILE ITEMS B2&25
B2, a letter to Sen. Schumer and B25 a resolution both relating to reforms to the Alternative Minimum Tax.

On the motion of Legislator Oros seconded by Legislator Pinto, the items were received & filed unanimously.

ITEM A22
An Act authorizing the County to release and terminate an easement right in favor of the County over certain real property previously owned by Peekskill IDA and currently belonging to RAE Park Associates, Inc. The easement right consists of a 25 ft. wide utility easement. RAE Park plans to locate a new building in the area on which no utilities have ever been placed. The City has no objection to the release of the easement.

On the motion of Legislator Oros seconded by Legislator Burton, the item carried 8-0.

ITEM A33
An Act authorizing IMA’s with various municipalities under the Invest-In-Kids program for the period 1/1/2006 trough 12/31/2006 in an amount not-to-exceed $435,802. Of the total amount, $217,901 will be provided by Invest-In-Kids and $217,901 will be provided by the agencies.

On the motion of Legislator Oros seconded by Legislator Pinto, the item carried 9-0.

 With a quorum present the Committee on Public Works, Transportation, Labor & Parks was called to order at 10:26 am.

ITEM C10(SNR75)
A $2,750,000 Bond Act to finance the New Rochelle Sewer District Pump Station Rehabilitation project. The bonding will fund the rehab of the 2 Glen Island pumping stations and the Flint Avenue ump station. All 3 pump stations are located in the new Rochelle Sanitary Sewer District, the Flint Pump Station is located in Larchmont.

For Budget: On the motion of Legislator Burton seconded by Legislator Pinto, the item carried 9-0.
For Public Works: On the motion of Legislator Myers seconded by Legislator Pinto, the item carried 5-0.

ITEM C11(SPK74)
A $1,320,000 Bond Act to finance the Pump Station Rehabilitation Program. This bonding will fund the design, construction management and administrative costs for the rehab of the Mill Street pump station.

For Budget: On the motion of Legislator Pinto seconded by Legislator Kaplowitz, the item carried 9-0.
For Public Works: On the motion of Legislator Myers seconded by Legislator Pinto, the item carried 5-0.

 At 10:35 am the Committee on Public Works, Transportation, Labor & Parks adjourned and with a quorum present the Committee on Public Safety & Security convened.

ITEM A36/C39(BES06)
An Act authorizing the amendment of the 2006 Capital Budget as well as a related bond Act to finance the Fire Training Site Improvement project. Bonding in the amount of $425,000 is necessary due to unforeseen and significant construction cost escalations for work at the site located at the Grasslands Reservation in Valhalla.

o Schedules of anticipated and actual costs were requested.
After much discussion it was decided the item would be held until additional information was provided. It was also suggested the Master Plan by reviewed by the Committee on Public Safety & Security.

ITEM A17
An Act authorizing the County to enter into Use and Dissemination agreements with local municipalities in connection with the NYS traffic and Criminal Software program. The program utilizes bar codes found on NYS driver’s licenses to shorten length of traffic stops, generates necessary reports in a timely fashion. There is no County cost for equipment as it is funded through state grants.

o A list of participating municipalities was requested.

For Budget: On the motion of Legislator Abinanti seconded by Legislator Alvarado, the item carried 10-0.
For Public Safety & Security: On the motion of Legislator Pinto seconded by Legislator Spreckman, the item carried 5-0.

ITEM A18
An act authorizing IMA’s with municipalities in Westchester, rockland, Putnam and Dutchess for the provision of access to the County’s Repository for Integrated Criminalistic Information system. The system allows for the electronic transmission and storage of criminal record and police blotter information.

o A list of participating municipalities was requested.

For Budget: On the motion of Legislator Abinanti seconded by Legislator Pinto, the item carried 10-0.
For Public Safety & Security: On the motion of Legislator Pinto seconded by Legislator Stewart-Cousins, the item carried 5-0.

ITEM A24
An Act authorizing IMA’s through the Department of Emergency Services with any municipality for the use of County-owned shuttle vans. The vans are distributed on a first come first served basis and leased to the municipality for $1 per bus, per year; each municipality is responsible for all costs associated with their operation. Mt. Vernon, Yonkers, White Plains, Eastchester, New Rochelle and Verplanck are participating fire departments.

For Budget: On the motion of Legislator Alvarado seconded by Legislator Stewart-Cousins, the item carried 10-0.
For Public Safety & Security: On the motion of Legislator Kaplowitz seconded by Legislator Spreckman, the item carried 5-0.

ITEM A25
An Act authorizing IMA’s with municipalities for the operation of the Stop/DWI Patrol/Datamaster project which is a concerted DWI law enforcement effort undertaken by municipal police departments. Services will be provided from 1/1/06 through 12/31/10.
After much discussion it was decided the Act would be amended to provide an sunset provision.
o A copy of an agreement was requested
o A budget for the program was requested.

For Budget: On the motion of Legislator Abinanti seconded by Legislator Stewart-Cousins, the item carried as amended .
For Public Safety & Security: On the motion of Legislator Kaplowitz seconded by Legislator Spreckman, the item carried as amended

With no further business to discuss, the meeting adjourned at 11:40 am.
