COMMITTEE ON APPOINTMENTS
MINUTES

WEDNESDAY, NOVEMBER 29, 2006, at 3:30 P.M.

PRESENT: Chair: Swanson. Members: Bronz, Pinto. Staff: Vita.

Mrs. Swanson called the meeting to order at 3:30 p.m.

RENT GUIDELINES BOARD

On September 20, 2006, Mr. Sterling Jasper was recommended for appointment to the vacant Public Member position on the Board. The Resolution was recommitted to the Appointments Committee by Legislator Abinanti for further review. Mrs. Swanson called on the members of the committee today to re-submit the Resolution to the full Board n order to keep the Rent Guidelines Board at its full compliment.

The members agreed to review this matter again in 2007. All in favor, none opposed.

DISTINGUISHED SERVICE AWARD

This award is the highest form of recognition by the Westchester County Board of Legislators for individuals who have significantly benefited the general welfare and common good of the County of Westchester. On the motion of Legislator Bronz, seconded by Legislator Pinto, the award is approved and will be presented to Legislator Andrea Stewart-Cousins as she leaves County service at the end of December 31, 2006, to assume her new position as Senator-Elect in Albany. All in favor, none opposed, motion carried 3-0.

All members wished Mrs. Stewart-Cousins success in future endeavors.

DESIGNATION OF HISTORIAN

The County Executive forwarded AN ACT designating the Westchester County Historical Society as the Westchester County Historian. Katie Hite, along with other members of the Historical Society, was present in support of this proposal. According to Ms. Hite, no one was appointed after Susan Swanson, the County Historian resigned in 1993, and since, the County Historical Society has been performing the responsibilities for the past thirteen years, and, for the past 30 years, the Historical Society both assisted, and supplemented the duties of the County Historian. Ms. Hite and her colleagues recognized the invaluable need to preserve the history of Westchester County and with the efforts of the Historical Society and this committee, the Act should be adopted.

On the motion of Legislator Bronz, seconded by Legislator Pinto, the Act designating the Westchester County Historical Society as the Westchester County Historian is approved, effective immediately through December 31, 2009. All in favor, none opposed, motion carried 3-0.

APPOINTMENTS

HISPANIC ADVISORY BOARD

Claudio Phillips: Is a resident of Chappaqua, New York and has been appointed by the CE as a member for a term to expire December 31, 2007. Mr. Phillips is currently the Senior Managing Director by the Seaport, as a broker/dealer to run the bank loan trading group and responsible for making markets for clients and advising on credits for the Partner’s fund. He was employed as an Assistant Executive Director for Habitat for Humanity of Westchester assisting in the building of affordable housing in Westchester.

He is a graduate of Harvard University majoring in Government and he is fluent in Spanish. He feels he can be an asset to the Hispanic Advisory Board with his financial background and to the Spanish communities in Westchester County.

On the motion of Legislator Pinto, seconded by Legislator Bronz, the appointment is hereby approved by a 3-0 vote. All in favor, none opposed.

BOARD OF ETHICS

John A. Lombardi: Is a lifelong resident of North White Plains, New York and has been appointed a member of the Board of Ethics, for a term to expire on December 31, 2008.

Mr. Lombardi is very well-known to the Board of Legislators by his long standing history as a former member of the Board of Supervisors (1961-1969) and as the Honorable Supervisor of the Town of North Castle for the past 44 years. Mr. Lombardi also serves as a member of the Solid Waste Commission and he is also a member of the Board of Directors for the Maria Fareri Children’s Hospital.

With Mr. Lombardi’s knowledge and experience, the committee approved his appointment to the Board of Ethics and wished him success in his future endeavors. On the motion of Legislator Swanson, seconded by Legislator Pinto the appointment is approved by a 3-0 vote. All in favor, none opposed.

REAPPOINTMENT

FIRE ADVISORY BOARD: Julian Keiser, a resident of Pelham, New York, and has been reappointed for a term to expire December 31, 2008. On the motion of Legislator Pinto, seconded by Legislator Bronz, the appointment is hereby approved. All in favor, none opposed, motion carried 3-0.

With no other business to discuss, the meeting adjourned at 5:00 p.m.
