COMMITTEE ON APPOINTMENTS
MINUTES

WEDNESDAY, MAY 9, 2007, AT 4:00 P.M.

PRESENT: Chair: Swanson. Members: Bronz, Jenkins, Oros. Staff: Vita.

GUESTS: Brian Rauer-Consumer Advisory Board; Victor Carosi-Pre Qualification Board; James Carnicelli-Reappointment to the Board of Health. CEO’s Office: William Randolph.

Mrs. Swanson called the meeting to order at 4 p.m.

MINUTES:

The minutes of March 21, 2007 were approved on the motion of Legislator Bronz, seconded by Legislator Pinto, by a vote of 4-0. All in favor, none opposed, motion carried.

REAPPOINTMENTS:

The following reappointments were approved on the motion of Legislator Bronz, seconded by Legislator Pinto by a 5-0 vote. All in favor, none opposed, motion carried:

Barbara Edwards African American Advisory Board;

Lawrence Eichler Board of Ethics;

Leo Leiderman, Psy.D. Community Services Board;

Camille Murphy Domestic Violence Council;

Isabel Villar Hispanic Advisory Board;

James Houlihan Parks, Recreation & Conservation Board;

Marcus Griffith Planning Board;

Guilio Cavallo, M.D. Police Board;

Refuse Disposal District #1 Advisory Board:

Richard Herbek; Peter Ligouri; Patrick Lofaro; James Vanoli;

CITIZEN CONSUMER ADVISORY BOARD:

Brian Rauer: Is a resident Tarrytown, New York, and appointed by the County Executive as the Business Self-Policing Group representative member, for a term to expire December 21, 2008. He is presently employed as the Executive Director of the Better Business Bureau serving the Mid-Hudson, NYS region. He was also the General Counsel of the BBB and held several positions such as Vice President and Director of Mediation & Arbitration, where he was responsible for the overall operations, including personnel, legal operations, membership, marketing, public & external relations.

As a member of the Board, he would like to focus his concerns about “Mom & Pop” hardware stores, item pricing and he would also like to see a minimal set of standards for all contracts.

On the motion of Legislator Bronz, seconded by Legislator Pinto, the appointment is hereby approved by a 5-0 vote. All in favor, none opposed, motion carried.

PRE QUALIFICATION BOARD:

Victor Carosi: Is a resident of White Plains, New York, and has been appointed by the County Executive for a term to expire on December 31, 2010. He is presently employed with the Village of rye Brook as the Village Engineer and Director of Public Works where he provides direct supervision and management of municipal departmental activities and public works operations. He prepares a budget of over $2.5 million, special maintenance accounts and an annual Capital Improvement program of $400,000. He also has full responsibility for all engineering and public works projects of the Village and reports directly to the Village Administrator, Mayor and Village Trustees.

On the motion of Legislator Bronz, seconded by Legislator Oros, the appointment is hereby approved by a 5-0 vote. All in favor, none opposed, motion carried.

BOARD OF HEALTH REAPPOINTMENTS:

James Carnicelli: Is a resident of Scarsdale, New York and has been recommended for reappointment by Commissioner of Health, Josh Lipsman, and the County Executive for a six-year term to expire on December 31, 2013. Mr. Carnicelli has served as an At-Large member of the Board for over 25 years and has been an active and effective member of the Board as well.

Mrs. Swanson had to leave prior to Mr. Carnicelli’s interview, but has known him for a long time and highly recommends his reappointment.

In her place, Legislator Pinto asked Mr. Carnicelli if he had any questions of the Legislature, he said it will e his pleasure to serve another 25 years on this Board and he enjoys giving back to the community.

The member thanked Mr. Carnicelli for volunteering his time and for long outstanding and dedicated services to Westchester County.

On the motion of Legislator Bronz, seconded by Legislator Jenkins, the reappointment of James Carnicelli was approved by unanimous consent. All in favor, none opposed, motion carried, 5-0.

With no other business to discuss, the meeting adjourned at 5 p.m.
