COMMITTEE ON APPOINTMENTS
MINUTES

WEDNESDAY, May 24, 2006; 4:00 p.m.

PRESENT: Chair: Swanson. Members: Pinto, Ryan, Stewart-Cousins. Staff: Vita.

GUESTS: Dr. Richard S. Klein, BOL Nominee-Board of Health; Russell J. Tenezapf, BOL Nominee-Police Advisory Board.

Mrs. Swanson called the meeting to order at 4:00 p.m.

APPOINTMENTS:

WESTCHESTER COUNTY BOARD OF HEALTH

Dr. Richard S. Klein: is a resident of Yorktown, New York, and has been referred by County Executive Spano as a BOL Appointment to fill the vacant at-large seat previously held by Harry Zourdos, whose term expired December 31, 2005.

Dr. Klein is the Clinical Instructor of Infectious Diseases & Internal Medicine at New York Medical College in New York City, and serves as an Attending Physician at Northern Westchester Hospital. He served as a Consultant of Infectious Diseases and Chairman of the Infection Control Unit from 1971 to 1983. He has been a medical doctor in Yorktown for thirty-six years, he was the 1996 Democratic candidate for U.S. Congress, and he is a member of various organizations, as well as been in the books of Who’s who in the East, in America; in American Jewry and in the World. He is the founder of “Students with Learning Disabilities Entering College Through "Circolo Da Vinci'”; the author and publisher of “Wine Tasters Album” and “doctors’ Fast” Weight Reduction Program & Products. He is fluent in five languages: French, Italian, German, Spanish, and Hebrew

The members of the committee were impressed with Dr. Klein, his knowledge, expertise and energy that will bring the Board of Health up to current medical standards. Mrs. Swanson said being a physician of his stature is a plus and Mrs. Stewart-Cousins, who is the BOL liaison for the Board of Health said he would certainly prove to be an asset to the Board as well.

On the motion of Legislator Stewart-Cousins, seconded by Legislator Pinto the appointment is approved. Motion carried: 4-0.

POLICE ADVISORY BOARD

Russell John Tenezapf: is a resident of Rye Brook, New York and has been recommended by Legislator Martin Rogowsky to fill the BOL membership to the Police Advisory Board. He is currently a Commercial Attorney for PepsiCo, Inc., where he is responsible for day-to-day negotiations and structuring of agreements involving multi-million dollar consumer product sales, equipment loans, regional/national customer marketing and consumer promotions. He is a former employee of the County’s Law Department where he prosecuted and defended individuals and public agencies in civil matters before State and Local courts. He also served as a Senior Attorney with Cuddy & Feder, LLP in White Plains New York, and successfully litigated private interests in contract disputes and defended local municipalities in tax certiorari proceedings. He also served on this Advisory board approximately 10 years ago.

The members were impressed with Mr. Tenenzapf’s resume and extensive background in litigation and contract negotiations and they agreed that he would be an asset to the Board.

On the motion of Legislator Stewart-Cousins, seconded by Legislator Pinto the appointment is approved. Motion carried: 3-0 (Ryan out for vote).

The following were reappointed and approved by a 3-0 vote:

With no other business to discuss, the meeting adjourned at 4:55 p.m. (ASC; VJP).
