COMMITTEE ON APPOINTMENTS
MINUTES

WEDNESDAY, MAY 23, AT 4:00 P.M.

PRESENT: Chair: Swanson. Members: Bronz, Jenkins, Pinto. Staff: Vita.

GUESTS: Paul Ryan-Citizen Consumer Advisory Board; Patricia Brimais, Esq., Domestic Violence Council.

Mrs. Swanson called the meeting to order at 4:05 p.m.

CITIZEN CONSUMER ADVISORY BOARD:

Paul Ryan: Is a resident of Ardsley, New York, and appointed by the County Executive as a Food Merchant Representative member for a term to expire December 31, 2008. He is the Regional Manager for 11 Mrs. Green’s Natural Markets in Westchester and Connecticut, and has been in the food industry since 1967. Richard Linkowski, Deputy Director of Consumer Affairs of Westchester County, knowing his background, expertise and knowledge, referred him to serve on this Board.

With his extensive background in the food business, Mr. Pinto looks forward to working with his expertise and he will serve as an asset to the Board. Mrs. Bronz agreed and highly recommends him to the Board.

Mrs. Swanson thanked him for volunteering his time and informed him of the open-door policy of this committee and asked that he share any issues of concerns with the BOL at any time.

On the motion of Legislator Bronz, seconded by Legislator Jenkins, the appointment is hereby approved by a 4-0 vote. All in favor, none opposed, motion carried.

DOMESTIC VIOLENCE COUNCIL

Patricia Brimais, Esq.: Is a resident of Chestnut Ridge, New York (Rockland County); as per the County Attorney’s office, the residency requirements for this Board various with appointment.

Ms. Brimais is a Sr. Assistant County Attorney with our Law Department since May 2000 and served as an Adjunct Professor at Rockland Community College and also served as a Staff Attorney at Westchester/Putnam Legal Services. She is a graduate of Pace University Law School and received a BS in Sociology at Cornel University.

Ms. Brimais attend several meetings and found them to be very interesting. She would like to focus on the issues of family shelters and how they can receive the help they need. She would like to educate people of the services available to the public for assistance, which is a very important factor in domestic violence cases.

Mrs. Bronz finds her to be very effective and all agreed that her motivation and energy will prove to be an asset to this Board.

Mrs. Swanson thanked her for volunteering her time and informed her of the open-door policy of this committee and welcomed her back anytime to share issues of concern with the BOL.

On the motion of Legislator Swanson, seconded by Legislator Bronz, the appointment is hereby approved by a 4-0 vote. All in favor, none opposed, motion carried.

REAPPOINTMENTS

The following reappointments were approved on the motion of Legislator Pinto, seconded by Legislator Bronz, by a 4-0 vote. All in favor, none opposed, motion carried:

Robin A. Bikkal, Esq.-Hispanic Advisory Board;

Paul Ryan-Human Rights Commission;

James Finch-Refuse Disposal District #1 Advisory Board;

Judith Schwartz-Women’s Advisory Board.

AGENDA ITEMS RECEIVED & FILED

ETHICS WAIVER REQUEST: HON. SUE SWANSON: correspondence from County employee, John Novohradsky, disclosing his future employment intentions and request for a waiver as required in the County Code of Ethics.

(1E-3/12/07). [Pending response from County Attorney’s office]. As per opinion of the County Attorney’s office, the employee is NOT a reporting officer, therefore a waiver is not required.

With no other business to discuss, the meeting adjourned at 5:10 p.m.
