COMMITTEE ON APPOINTMENTS
MINUTES

WEDNESDAY, May 10, 2006; 4:00 p.m.

PRESENT: Chair: Swanson. Members: Bronz, Oros, Pinto, Stewart-Cousins. Staff: Vita.

GUESTS: William Richardson, Appointee-Fire Advisory Board; Charles Brady, Appointee-Council for Seniors; John Khader, Appointee Tax & Limo Commission.

Mrs. Swanson called the meeting to order at 4:00 p.m.

APPOINTMENTS

FIRE ADVISORY BOARD

William Richardson: is a resident of Armonk, New York and is appointed as an At-Large member of the Board by the County Executive, for a term to expire December 31, 2007. He is the Fire Inspector and Assistant Building Inspector in the Town of North Castle since 1994. He is well known in the fire district circuit, and has a volunteer background. He also is a member of the County’s Hazardous Material Response Team, where he also is part of the cause and origin unit.

Mrs. Bronz impressed with his qualifications, said he brings a level of expertise to the board. Mrs. Swanson mentioned that he has devoted a lot of time to the Board, especially serving as the 1st Vice President of the Fire Marshall’s Association. Mr. Richardson said as it is a new organization, there is no conflict, and it is encouraged to be involved with many fire district aspects.

Mr. Ryan welcomed Mr. Richardson to the Board and said that the Haz Mat Team is one of the best groups is Westchester, compiled with various volunteers, which proves to be a great combination. He thanked Mr. Richardson for volunteering his time to serve on the board and for his knowledge and expertise.

Mrs. Swanson thanked Mr. Richardson for taking his time out from his busy scheduled and mentioned that this is an open committee and feel free to contact her whenever he feels there are concerns or issues that the Legislators need to address/review.

On the motion of Legislator Swanson, seconded by Legislator Pinto, the appointment is approved. Motion carried 5-0.

COUNCIL FOR SENIORS

Charles Brady: is a resident of Yonkers, New York, and is appointed as a District 17 representative member by the County Executive, for a term to expire on December 31, 2007.

Mr. Brady has a multi-faceted career with diverse experience in counseling, management consulting, finance, and administration. He has developed innovative solutions to business and career transition problems in a changing environment. As a Career Transition Counselor, he assists unemployed individuals to succeed in finding the position they are seeking.

Mrs. Swanson, impressed with his extensive background and experience, thanked Mr. Brady for volunteering his time and will notify him of the committee’s decision.

On the motion of Legislator Stewart-Cousins, seconded by Legislator Pinto, the appointment is approved. Motion carried 5-0.

TAXI & LIMOUSINE COMMISSION

John Khader: is a resident of Scarsdale, New York, as is appointed as a member of the Commission, by the County Executive, for a term to expire December 31, 2012. He is the owner and operator of Top Class Limousine Company since 1988. He began the company with one Lincoln Town car in Yonkers, and in 1990, the fleet expanded to 11 stretch limos and in 1994, 14 limos were added including several antique cars. The company also donates limos to various public and private organizations and charities for fundraisers, picnics, and golf outing especially to the Yonkers Police PBA, Police Athletic League, and the Westchester County Police Department.

Mrs. Swanson asked how the Commission meetings are running, Mr. Khader replied the meetings run well, but can move better in enforcing the rules, staff should be a top level, and they can be more forceful when collecting fines, which is difficult because the commission cannot suspend licenses.

Mr. Oros asked how teenage drinking is enforced now that we are in prom season. His drivers have the kids open their own bag, and if they find alcoholic beverages, the drivers will not take them to their destinations. The competition is very hard, parents complain, but the company cannot afford to lose their license.

Mrs. Swanson thanked him for volunteering his time, and said he certainly can make a difference on the Commission and welcomed any concerns and issues that should be addressed by the BOL.

On the motion of Legislator Stewart-Cousins, seconded by Legislator Pinto, the appointment is approved. Motion carried 5-0.

The following were approved on the motion of Legislator Oros, seconded by Legislator Oros, by a 5-0 vote:

OTHER BUSINESS

WCHCC: Questions were raised regarding the two raises given at the Medical Center after the County disbursed supplemental money and hired two out-of-state employees. The members will schedule a meeting with Michael Israel to discuss these issues.

With no other business to discuss, the meeting adjourned at 5 p.m. (ASC; VJP).
