COMMITTEE ON APPOINTMENTS
MINUTES
WEDNESDAY, March 29, 2006; 4:00 p.m.
PRESENT: Chair: Swanson. Members: Bronz, Pinto, Ryan, Stewart-Cousins. Staff: Vita. CEO’s Office: Randolph.
GUESTS: Cesar Manfredi, Appointee-Soil & Water Conservation District Board of Directors. Gerard J. Pettit, P.E., Appointee-Board of Plumbing Examiners.
Mrs. Swanson called the meeting to order at 4:00 p.m.
APPOINTMENTS
SOIL & WATER CONSERVATION DISTRICT, BOARD OF DIRECTORS:
Cesare J. Manfredi, P.E.: is a resident of Irvington, New York and is appointed as a member of the Board by the County Executive, for a term to expire on December 31, 2008. He is currently a member of the Federated Conservationists of Westchester County and is well known by the Legislature for many years through various venues. His extensive background and experience speaks for itself and he will bring new and fresh ideas to this Board.
Mr. Manfredi began his employment in the New York State Health Department in Albany in 1968, and later transferred to the City of White Plains Health Department. He has been employed with the Department of Environmental Conservation when it was created in 1970 and the received his Professional Engineer’s License from New York State and it is presently still in effect. He was named the Acting Regional Director and was responsible for all the functions of DEC including all of Natural Resources and Environmental Quality, he was then appointed Regional Director of District 3, where he was responsible for the Spill Program, the Air Program, Programs for Solid Waste, and Hazardous Waste and Materials programs.
With no questions from the members, Mrs. Swanson thanked Mr. Manfredi for taking his time to meet with the committee and will be notified of the committee’s decision.
On the motion of Legislator Bronz, seconded by Legislator Pinto, this committee agrees to approve the appointment of Cesare Manfredi. Motion carried 4-0.
BOARD OF PLUMBING EXAMINERS
Gerard J. Pettit, P.E.: is a resident of Yonkers, New York and is appointed as the County Government representative member of this Board, for a term to expire on December 31, 2010. He is employed in the Division of Engineering Mechanical Section of the Department of Public Works, since 2004. Prior to that, he was employed with Reliable Automatic Sprinkler Company, Baker Engineering of New York and the NYS Department of Environmental Protection, Bureau of Wastewater Treatment.
He attended one meeting and found it to be interesting and a very important Board to serve. A set of the board’s rules and policies were given to him by Brad Brady.
The members were impressed with his background and expertise and thanked his for taking time out of his busy scheduled to come before the committee.
On the motion of Legislator Stewart-cousins, seconded by Legislator Pinto, the appointment is approved. Motion carried 4-0.
REAPPOINTMENTS
The following were approved by a 4-0 vote:
Lorenzo Brown-Council for Seniors: Moved on the motion of Legislator Bronz, seconded by Legislator Stewart-Cousins.
Goody Sculky-Council for Seniors: Moved on the motion of Legislator Stewart-Cousins, seconded by Legislator Pinto.
Jim Cronk-Council for Seniors: Moved on the motion of Legislator Stewart-Cousins, seconded by Legislator Pinto.
Marion LaFranco-Domestic Violence Council: Moved on the motion of Legislator Pinto, seconded by Legislator Stewart-Cousins.
OTHER BUSINESS
Housing Opportunity Commission: Stressed to the respective caucus that there is a need for new members. Tentative COW meeting on April 17, 2006.
Police Advisory Board & Taxi & Limo Commission: Memos have been sent to all BOL members calling for qualified nominees.
On behalf of the Committee, thank you notes will be sent to the WCHCC nominees.
