COMMITTEE ON APPOINTMENTS
MINUTES

WEDNESDAY, June 7, 2006; 4:00 p.m.

PRESENT: Chair: Swanson. Members: Bronz, Oros, Pinto. Staff: Vita.

GUESTS: Legislator Martin Rogowsky, District 6; James San Marco, Appointee-Youth Board.

Mrs. Swanson called the meeting to order at 4:10 p.m.

MINUTES:

The minutes of March 15, 2006; March 22, 2006 at 1 p.m., and March 22, 2006, at 4 p.m. were approved and moved by Legislator Oros, seconded by Legislator Pinto. All in favor, none opposed. Motion carried: 4-0.

REAPPOINTMENTS

The following were reappointed and approved by a 3-0 vote:

· Barbara Jaffe-Women’s Advisory Board; GO/VJP;

· John Pasquarella-Electrical Licensing Board; VJP/GO;

· Larry Wilson-Parks Board; VJP/GO;

· Thomas Secunda-Parks Board; SRS/VJP;

· Daryl Mack-African American Advisory Board; VJP/GO;

· *Anthony Mitchell-African American Advisory Board; HOLD*

(Mr. Mitchell’s attendance records are not good. He did not attend a meeting since February 2005; and the new 2006 records need to be reviewed. Until that time, reappointment will be held over until further notice).

APPOINTMENTS:

WESTCHESTER COUNTY YOUTH BOARD

James San Marco: is a resident of Briarcliff Manor, New York and has been appointed by the County Executive for a term to expire on December 31, 2008. He retired from the Edgemont Union Free School District after 35 years of service. He was the Director of Athletics from 1968 to 2004, and also served as the Physical Education teacher, and Coach of the Football, Soccer, Basketball, Baseball and Tennis teams. Throughout the years, Mr. San Marco was the Camp Supervisor for the Town of Greenburgh, Hudson Valley and GOALS Soccer Camps, and Ranger/Starter at the Hudson Hills Golf Course. He served as the Instructor of Adult Education for the NYS Physical Education Convention clinician; conducted NYS Adult soccer clinics to certify coaches for youth soccer leagues and conducted evening clinics in soccer and developed lessons and activities to facilitate learning and comprehension.

Mr. San Marco said he volunteered to serve on this Board in order to utilize his acquired training, expertise and experience he has developed over the years and to assist young people in various communities. He is experience in organizing and establishing student programs, mentoring teacher/coaches, program observation and evaluation, and human relations. He has been commended for exceeding his goals and objectives by various organizations, which include the NYS Section One Athletic director of the Year; the Community Service Award Recipient from both Briarcliff Manor and Edgemont High Schools; and Section One Coach of the Year in Soccer & Tennis.

The members were impressed with his extensive background, experience and devotion to youth sports and the support of young people. They all agreed that he will be an asset to the Youth Board.

The appointment of Mr. San Marco was approved, and moved by Legislator Swanson and seconded by Legislator Pinto. Motion carried 4-0.

In lieu of the Ethics Waiver Request from Robert Matarazzo, Deputy Commissioner of Environmental Facilities, Mrs. Swanson asked the members to anticipate a Special Committee Meeting on Monday, July 10, 2006 at 9 a.m. to discuss the item, with the possibility of signing it out in time for the Board’s evening meeting.

Scheduled Committee meeting are as follows: June 14th, 21st, and 28th, unless otherwise notified.

With no other business to discuss, and on the motion of Legislator Pinto, seconded by Legislator Oros, the meeting adjourned at 4:35 p.m.
