COMMITTEE ON APPOINTMENTS
MINUTES

MONDAY, JULY 10, 2006; 9:00 a.m.

PRESENT: Chair: Swanson. Members: Bronz, Pinto, Ryan. Staff: Mauro.

GUESTS: Robert Matarazzo, Deputy Commissioner-Environmental Facilities.

Mrs. Swanson called the meeting to order at 9:15 a.m., for discussions regarding the Waiver Request submitted by Mr. Robert Matarazzo, Deputy Commissioner of the Department of Environmental Facilities.

Mr. Matarazzo stated that after 30 years of working for the County of Westchester, he anticipated to retire by the end of June 2006. In accordance with the Code of Ethics, he has requested a Waiver from the Board of Legislators, to accept employment, if offered, from Malcolm Pirnie, Inc., in White Plains, New York.

Mrs. Swanson has sent Mr. Matarazzo’s request to the County Attorney for review and submitted a Resolution for the Committee’s approval. The Resolution states Mr. Matarazzo’s position as Deputy Commissioner is considered to be a position of a reporting officer under the Laws of Westchester County. Mr. Matarazzo indicates that the nature of his employment with Malcolm Pirnie, Inc. would not entail appearances before any department or agency of application in connection with substantial services during the period of his service to the County.

The Committee members commended Mr. Matarazzo for all his outstanding loyalty and years of service to the County. They also thanked him for assisting with the developing and implementing of various programs including the Material Recovery Facility, Waste Water Treatment Plants, Solid Waste Programs, and the County’s Recycling programs. All members congratulated him and wished him well with future endeavors.

On the motion of Legislator Pinto, seconded by Legislator Bronz, the Committee approves the request of Robert N. Matarazzo for a waiver under Sections 883.21(h)(2) of the Westchester Code of Ethics to permit him to accept employment with Malcolm Pirnie, Inc. All in favor, none opposed. Motion carried 4-0

With no other business to discuss, the meeting adjourned at 9:25 a.m.
