COMMITTEE ON APPOINTMENTS
MINUTES

WEDNESDAY, FEBRUARY 7, 2007, AT 4:00 P.M.

PRESENT: Chair: Swanson. Members: Bronz, Pinto. Staff: Vita.

GUESTS: Blanca Lopez, Housing Opportunity Commission, Appointee.

Mrs. Swanson called the meeting to order at 4:10, apologizing for her tardiness due to a prior meeting in her district.

APPOINTMENTS

HOUSING OPPORTUNITY COMMISSION:

Blanca Lopez: Is a resident of Port Chester, New York, and has been appointed by the County Executive as a Region 4 representative member to serve at the pleasure of the County Executive. She has been attending meetings since she was appointed in October.

Ms. Lopez is currently employed with the Human Development Services of Westchester, a non-profit agency that provides housing, vocational services, case management, community support and mental rehabilitation services. She was also employed as the Housing Director of the Neighborhood Preservation Company where she was responsible for the contract and implementation of all NYS Division of Housing and Community Renewal’s Neighborhood Preservation Company and the United States Department of Housing and Urban Development’s HOME/Local Program Administrator projects.

She was successful in the prevention of over 45 evictions and leveraging over #35,000 in tenant subsidies, and was directly responsible for adherence, adjustment and compliance to all NPC Contracts. When she was employed as an Assistant Director of the Neighborhood Preservation Company, she was responsible for communicating with the Hispanic immigrant community in a bilingual and bicultural manner. She was also responsible for recruiting and selecting mentors at Marymount College for the Mentoring Latinas Program.

As always, Mrs. Swanson welcomed Ms. Lopez back to committee if there is any issues that she feels the Board should address. Mrs. Bronz noted that Ms. Lopez’s background, knowledge and expertise are welcomed and that the Commission is liaison with her Housing Committee and looks forward to working with her in the future. Mr. Pinto was impressed as well with her background and thanked Mr. Rogowsky for recommending her to this Commission.

On the motion of Legislator Bronz, seconded by Legislator Pinto, the appointment is hereby approved by a 3-0 vote. All in favor, none opposed, motion carried 3-0.

RECEIVE & FILE:

African American Advisory Board: Anthony Mitchell, of Mount Vernon New York was appointed on April 19, 2006, and has resigned from the committee as of December 8, 2006.

RENT GUIDELINES BOARD:

Mrs. Swanson announced that there are 2 new applicants for the second vacant Public Member position. She asked the consensus of the membership if they need to have the other applicants in for a re-review; the members agreed that they need not come in. A packet with all resumes will be sent to all Legislators and especially to Legislator Abinanti for review prior to the meeting scheduled for Wednesday, March 21st, time will be announced. At this meeting, the names of the applicants to fill these two vacancies on the RGB will be announced and submitted to the BOL for confirmation.

There will be no meeting on February 21st due to the holiday week.

The next scheduled meetings will be held on February 14th and 28th.

With no other business to discuss, the meeting adjourned at 4:40 p.m.
