COMMITTEE ON APPOINTMENTS
MINUTES

THURSDAY, FEBRUARY 1, 2007, AT 1:00 P.M.

PRESENT: Chair: Swanson. Members: Bronz, Pinto. Staff: Vita.

GUESTS: Anne Reasoner, Budget Director Appointee; Rose M. Parisi, Council for Seniors Appointee; Paul Hood, Youth Board Appointee.

Mrs. Swanson called the meeting to order at 1:10, apologizing for her tardiness due to a prior meeting in her district.

APPOINTMENTS

BUDGET DIRECTOR:

Anne Reasoner: Has been appointed as the Budget Director of the Westchester County Department of Budget, by the County Executive, for a term to commence on January 15, 2007 and expire on December 31, 2009. Ms. Reasoner, originally a resident of White Plains, began her careen in 1984 as an Internal Management Consultant, reporting to the chief of Staff in the Budget Department of the Metro North Commuter Railroad, in New York. She went on to become the Budget Director for the Town of Greenwich in Connecticut from 1987 through 2000, and later she was appointed as the Deputy Controller fro the City of Stamford, Connecticut.

Ms. Reasoner was currently employed with the City of White Plains as Budget Director since July of 2001, and her background and experience in finances has proved to be exemplary and her determination to keep with the best interests of the Department of Budget and Westchester County is quite impressive.

After a brief discussion about staff, Ms. Reasoner complimented her Deputies and the current Budget staff and appreciates their individual backgrounds and experiences, and she hopes to establish good relationships.

On the motion of Legislator Swanson, seconded by Legislator Bronz, the appointment is hereby approved by a 3-0 vote. All in favor, none opposed, motion carried 3-0.

A letter dated January 4, 2007 was forwarded to Legislator Swanson, by Perry M. Ochacher, requesting a wavier pursuant to Section 883.21(h)(2) of the Westchester County Code of Ethics with respect to future employment with the White Plains law firm of DelBello, Donnellan, Weingarten, Tartaglia, Wise and Wiederkehr.

COUNCIL FOR SENIORS:

Rose M. Parisi: Is a resident of the Village of Ossining for the past 34 years, and has been appointed by the County Executive, as a District 9 representative for a term to expire December 31, 2007. She attended City College and Mercy College and worked as an expediter for several firms. She is also an active member in the Ossining citizen’s club and served as President in 2001. She also volunteers at Phelps Memorial Hospital and Westchester Medical Center, teaching arts and crafts, as well as serving on the Comprehensive Planning Council of Ossining.

Ms. Parisi has not been able to attend any meetings, due to lack of communications on the Council’s side, and asked if there might be a way to contact someone to ensure her name be included on a completed mailing list.

Mrs. Swanson mentioned that she will contact Mae Carpenter’s office for further information, and she also suggested that Ms. Parisi’s name be added to Legislator Spreckman’s Senior Committee meeting mailing list.

On the motion of Legislator Bronz, seconded by Legislator Pinto, the appointment is hereby approved by a 3-0 vote. All in favor, none opposed, motion carried 3-0.

YOUTH BOARD

Paul Hood: Is a resident of Elmsford, New York and has been appointed by the County Executive for a term to expire on December 31, 2008. He was employed as a Counselor at the Abbott House from 1987 to 1990 and was responsible for coordinating activities for Juvenile residents of the campus. He then became a Police Office with the City of White Plains, where he was the Public Housing Drug Elimination Officer; a High Role Model position and attended most community meetings and he was a member of White Plains Committee to Combat Drugs and he was the founder and Coordinator of the “Say No to Drugs” summer program. He currently is a Sergeant serving the Sleepy Hollow Police Department.

Mr. Hood is well-known to Legislator Bronz and she is familiar with his excellent background and is delighted that he has volunteered his time to work with Westchester County and bring his expertise to the youth of our County and she looks forward to working with him.

Mr. Hood has attended several meetings and one of the major concerns “gang” violence and looks forward to work together with the Youth Board to continually address and offer more to the children and their communities. With his background and awareness of youths needs, he looks forward to working with them and hopes to bring a lot to the Board and feels he will be an asset to the Board.

On the motion of Legislator Bronz, seconded by Legislator Pinto, the appointment is hereby approved by a 3-0 vote. All in favor, none opposed, motion carried 3-0.

REAPPOINTMENTS

TAXI & LIMOUSINE COMMISSION:

Richard Guberti: Is a resident of New Rochelle, New York and has been reappointed by the County Executive for a term to expire December 31, 2009. All agreed his attendance records are excellent and on the motion of Legislator Pinto, seconded by Legislator Bronz, the reappointment is approved by a 3-0 vote. All in favor, none opposed, motion carried 3-0.

BOARD OF ETHICS:

Angelo Rubino: Is a resident of Port Chester, New York and has bee reappointed by the County Executive for a term to expire on December 31, 2008. Mr. Rubino is well-know by the members, and his attendance records are excellent and on the motion of Legislator Pinto, seconded by Legislator Bronz, the reappointment is approved by a 3-0 vote. All in favor, none opposed, motion carried 3-0.

AGENDA ITEMS

Designation of Deputies: On the motion of Legislator Pinto, seconded by Legislator Bronz, the following are received and filed by a 3-0 vote: Finance; Environmental Facilities (effective 8/1/06); Environmental Facilities (effective 1/1/07); and Acting County Executive. (1/22/07). All in favor, none opposed, motion carried 3-0.

February Meeting Schedule

The committee will meet every Wednesday during the month of February. With the exception of the 21st, this may be cancelled due to vacation schedules. All will be notified of any changes.

Rent Guidelines Applicants

Mrs. Swanson has received several applicants for the current vacancy on the Board due to the resignation of Bill Brown as a Public Member. All other applicants will be considered again but without an interview. The committee continues to submit the recommendation of Mr. Sterling Jasper as a Public Member for a previous vacancy, which is still pending. The Committee will schedule meeting during the week of March 7 through March 20th and asked to inform their respective caucuses, especially Legislator Abinanti and Mr. Annunziata of the Builders Institute.
