COMMITTEE ON APPOINTMENTS
MINUTES

WEDNESDAY, DECEMBER 6, 2006, at 3:30 P.M.

PRESENT: Chair: Swanson. Members: Bronz, Oros, Pinto. Staff: Vita.

GUESTS: Appointees: Women’s Advisory Board; Alfred Quintero, Industrial Development Agency. Reappointments: Board of Election Commissioners – Reginald Lafayette, Carolee Sunderland

Mrs. Swanson called the meeting to order at 3:30 p.m.

APPOINTMENT

WOMEN’S ADVISORY BOARD

Freda Macon: Is a resident of Yonkers, New York and has been appointed by the CE as a District 14 representative member for a term to expire on December 31, 2007. She currently is employed as Agency assistant Director for CLUSTER Community Services, where she provides overall direction, support and supervision of the programs and staff. Recruits, trains and provides ongoing supervision to staff; develop and administer budget for the Administration, and develop new programs and seek new sources of funding to enhance this work of the programs. She also monitors contracts, grant writing and maintain relationships with vendors.

Ms. Macon was employed as a Therapeutic Aide for the WJCS (KICS) Program, providing structure to behavior management to individual students with special needs and works with Camp Directors, Counselors and Clinical Psychologist, Principal, School Nurse and parents. She also was employed as a Teacher’s Aide/Coordinator for the Yonkers Board of Ed assisting teachers with planning students’ daily programs.

On the motion of Legislator Pinto, seconded by Legislator Bronz, the appointment is hereby approved by a 4-0 vote. All in favor, none opposed, motion carried 4-0.

INDUSTRIAL DEVELOPMENT AGENCY

Alfred S. Quintero: Is a resident of Dobbs Ferry, New York and has been appointed to serve as a member, serving at the pleasure of the County Executive. He received his A.B. Degree from Harvard College, and his MBA, from the Wharton School

Mr. Quintero is a Managing Director in Merrill Lynch’s Municipal Securities Division since 1984, and works with State and Local government issuers in the northeast, and his primary clients include the City of New York, the NYC Transitional Finance Authority, the NYC Municipal Water Finance Authority, the State of Connecticut, and the State of New Hampshire. He is also appointed, to serve at the pleasure of the County Executive as an ex-officio member of the Board of Directors of the Westchester County Health Care Corporation.

On the Motion of Legislator Bronz, seconded by Legislator Pinto, the appointment is herby approved by a 4-0 vote. All in favor, none opposed, motion carried.

REAPPOINTMENTS

2007 BOARD OF ELECTIONS COMMISSIONERS

Reginald A. LaFayette: A resident of Mount Vernon, New York, has been recommended by the Westchester County Democratic Committee, as a suitable and qualified person for reappointment to the office of Commissioner of Elections, for a term beginning January 1, 2007 through December 31, 2008.

On the motion of Legislator Oros, seconded by Legislator Bronz, the reappointment of Reginald Lafayette as Commissioner of Elections (D), is hereby approved by a 4-0 vote. All in favor, none opposed, motion carried.

Carolee Sunderland: A resident of Ossining, New York, has been recommended by the Westchester County Republican Committee, as a suitable and qualified person for reappointment to the office of Commissioner of elections, for a term beginning January 1, 2007 through December 31, 2008.

On the motion of Legislator Pinto, seconded by Legislator Bronz, the reappointment of Carolee Sunderland as Commissioner of Elections (R), is hereby approved y a 4-0 vote. All in favor, none opposed, motion carried.

Mrs. Swanson announced that this will be the last meeting of 2006, and will resume again in February 2007 unless otherwise noted, or unless a special meeting has to be held, Legislator Oros will be Acting Chair.

With no other business to discuss, the meeting adjourned at 4:55 p.m.
