COMMITTEE ON APPOINTMENTS
MINUTES

WEDNESDAY, APRIL 5, 2006; 4:00 p.m.

PRESENT: Chair: Swanson. Members: Bronz, Oros, Stewart-Cousins. Staff: Vita.

GUESTS: Susan Carpenter-Appointee to Soil & Water Conservation Board; Louis Conte-Appointee to Domestic violence Council.

Mrs. Swanson called the meeting to order at 4:00 p.m.

APPOINTMENTS

SOIL & WATER CONSERVATION BOARD

Susan E. Carpenter – is a resident of Mount Kisco and has been appointed by the County Executive to serve as a member of the Westchester County Soil & Water Conservation Board for a term to expire on December 31.2008. She is currently the Director of Land Preservation with Westchester Land Trust since 1996.

Mrs. Carpenter has attend several Board meetings and have been included in discussions of the various issues and concerns of the Board and she was interested how the County is involved with so many different facets of the board, and how the County works to keep the quality of water up to standards. Serving on the board will also help her with other networking agencies.

With no further questions, the committee members were impressed with Mrs. Carpenter’s extensive background and find that she is qualified to fill this position on the board.

Mrs. Swanson thanked Mrs. Carpenter for her time and will inform her of the outcome of this meeting.

On the motion of Legislator Bronz, seconded by Legislator Stewart-Cousins, the committee approves the appointment of Susan Carpenter. All in favor, none opposed, motion carried 3-0.

DOMESTIC VIOLENCE COUNCIL

Louis Conte – is a resident of Pleasantville, New York, is appointed as a Probation Department representative member of the Westchester County Domestic Violence for a term to expire on December 31, 2008. for the past 20 years, he has been employed with the Probation Department and is currently the Assistant Commissioner for Criminal Operations Bureau. Where he is responsible for sex offender investigations and supervision, psychiatric offender supervision, gang related intervention program probation against violence including domestic violence offender investigation, supervision, and victim services.

Mr. Conte has attended three meetings and noted there are various issues to be addressed. Mrs. Stewart-Cousins asked if awareness was part of the issues raised, he replied yes, and it is more likely for women to get out from “under.” Mrs. Bronz asked about public education, Mr. Conte said it is available and the more awareness to the public serves as a plus for so many families in need. Mr. Conte noted that the electronic monitoring program for offenders is going well and has overcome many obstacles. He also mentioned that Camille Murphy runs a good committee and keeps on top of all major issues or concerns.

With his background and knowledge in the field, the members agreed that Mr. Conte is an asset to the Council and informed him that he can feel free to come before this committee with any concerns that need the Board’s attention.

Mrs. Swanson thanked Mr. Conte for his time and will inform him of the decision of the Board.

On the motion of Legislator Swanson, seconded by Legislator Stewart-Cousins, the committee approved the appointment of Louis Conte. All in favor, none opposed, motion carried 4-0.

REAPPOINTMENTS

Joaquin F. Alemany of Scarsdale, New York, is approved as a member of the Hispanic Advisory Board, for a term to expire on December 31, 2007, on the motion of Legislator Stewart-Cousins, seconded by Legislator Oros. Motion carried 4-0.

William Davis of Mount Vernon, New York, is approved as the City of Mount Vernon representative member to the Board of Health, for a term to expire on December 31, 2011, on the motion of Legislator Stewart-Cousins, seconded by Legislator Oros. Motion carried 4-0.

Reina Schiffrin of Briarcliff Manor, New York, is approved as an At-Large member of the Women’s Advisory Board, for a term to expire on December 31, 2007, on the motion of Legislator Stewart-Cousins, seconded by Legislator Bronz. Motion carried 4-0.

WESTCHESTER HEALTH CARE CORPORATION NOMINEES:

On the motion of Legislator Oros, seconded by Legislator Bronz, all nominations for the vacant positions at WHCCC, are received and filed. Motion carried 4-0.

OTHER BUSINESS

Legislator Bronz recently spoke to George Raymond, Chair of Housing Opportunity Commission and mentioned there are five vacancies to be filled, and asked that the Board of Legislators made recommendations as soon as possible. She also mentioned that long-time member, Stanley Scherer, is very sick, which means there may be another vacancy to fill soon. It was also recommended that Thomas McGrath, a non-voting member, be appointed by the County Executive as a voting member.

Mrs. Swanson will draft a letter to the members of the Board, with a copy of the map of the various districts and a copy of the duties and requirements of the position. She asked the members to bring this information to their respective caucus and asked resumes to be sent to her as soon as possible.

The appointment of Gerard J. Pettit to the Plumbing Examiners Board, was held for confirmation until further notice, by Legislator Swanson at the request of the Chairman of the Board.

With no other business to discuss, the meeting adjourned at 5:00 p.m.
