COMMITTEE ON APPOINTMENTS
MINUTES
WEDNESDAY, APRIL 4, 2007, AT 4:00 P.M.
PRESENT: Chair: Swanson. Members: Bronz, Jenkins, Pinto. Staff: Vita.
GUESTS: Elizabeth Paul-Soil & Water Conservation Board; Deborah Karp-Youth Board; Edward Morvillo-Council for Seniors. CEO’s Office: William Randolph.
Mrs. Swanson called the meeting to order at 4:05 p.m.
APPOINTMENTS
SOIL & WATER CONSERVATION BOARD:
Elizabeth Paul: Is a resident of Larchmont, New York and has been appointed by the County Executive as a member of the Board of Directors, for a term to expire on December 31, 2008. She has taken the oath of office and attended several meetings in order to get more involved with issues facing the County.
Mr. Pinto was impressed with her extensive background and experience. Mrs. Swanson said she has a specialized background, which will be an asset to the County and the Board as well.
Mr. Pinto briefly explained the #1 problem in Westchester is flooding, especially, in his district, but there is no money, municipalities contribute most of the money, but the residents have to be convinced that this is an important issues as well as a difficult one. He noted that it not just flooding in parking lots, parks, parkways, it the debris that follows.
Mr. Jenkins mentioned that all municipalities have dredging equipment, but another problem is disposal. Mrs. Swanson added that soil can be useful in many ways, but unfortunately, not if it’s contaminated.
Ms. Paul said she will certainly keep a watchful eye on these issues. Mrs. Swanson thanked her for volunteering her time, and mentioned the committee’s open door policy, to call our Committee Coordinator, anytime there are issues or concerns that the Board should be aware of or needs to be addressed.
On the motion of Legislator Pinto, seconded by Legislator Jenkins, the appointment is hereby approved. All in favor, none opposed, motion carried 4-0.
YOUTH BOARD
Deborah Karp: Is a resident of Tarrytown, New York and has been appointed by the County Executive as a member, for a term to expire on December 31, 2009. She has taken the oath and attended two meetings, which she found a group of people that cares and are interested in doing things to help the young people of Westchester. Karen Blumenthal recommended her at a Student Advocacy meeting.
Mrs. Swanson was impressed with her background and experience, noting that she a lot to offer on the Board. Mr. Pinto mentioned the many challenges on the Youth board that is only making small dent, but with the various programs if is helpful to make strides for improvements.
Mrs. Swanson explained the open door policy of the committee and thanked Ms. Paul for volunteering her time and hoped serving on the Board will be a good experience for her and the Board as well.
On the motion of Legislator Bronz, seconded by Legislator Swanson, the appointment is hereby approved. All in favor, none opposed, motion carried 4-0.
COUNCIL FOR SENIORS
Edward Morvillo: Is a resident of Yorktown, New York and has been appointed by the County Executive as a District 4 Representative member for a term to expire December 31, 2007. He is a former employee of the District Attorney’s for twenty years. He has taken the oat, but has not been notified of meetings.
Mrs. Swanson will contact Mae Carpenter, Director of Senior Programs & Services about notifying new Council members of monthly meetings. She also suggested that Mr. Morvillo’s name is placed on the mailing list for the Generational & Cultural Committee, chaired by Legislator Spreckman.
Mr. Morvillo holds a BS degree in accounting and a Masters Degree in Administration from Connecticut University. He cares for his wife who suffers from Alzheimer’s and is a volunteer caretaker for the Seabury at Holy Comforter Nursing Home and also for My Second Home, where he serves on the Board of Directors. He is a member of the Yorktown Seniors Club #1 & 2, St. Patrick’s Seniors and the local AARP Club.
Mr. Pinto said, with Mr. Morvillo’s extensive background, he will prove to be a valuable resource to the Council.
Mr. Morvillo stated that as a former government employee, he knows the importance of funding and notes how hard it is to have people in nursing homes that have to give up everything they saved for to pay the expenses of medication and nursing home fees, and noted that he would like to address these issues.
Mrs. Swanson explained the committee’s open door policy and thanked him for volunteering his time.
On the motion of Legislator Swanson, seconded by Legislator Pinto, the appointment is hereby approved. All in favor, none opposed, motion carried 4-0.
REAPPOINTMENTS:
Vincent A. DeIorio: is a resident of White Plains, New York and has been reappointed by the County Executive as a member of the Board of Ethics for a term to expire on December 31, 2008.
On the motion of Legislator Bronz, seconded by Legislator Jenkins, the reappointment is hereby approved. All in favor, none opposed, motion carried 4-0.
With further business to discuss, the meeting adjourned at 4:50 p.m.
