With a quorum present, the Committee on Budget and Appropriations was called to order at 10:17 a.m.

Chairman Kaplowitz announced, today is one of two meetings the committee will have in August and then will meet again after Labor Day.

With a quorum present, the Committee on Community Affairs was called to order at 10:18 a.m.

With a quorum present, the Committee on Youth was called to order at 10:18 a.m.

ITEM A10:

(Oros,LaMotte) moved for the Budget and Appropriations Committee; (Bronz,Alvarado) moved for the committee on Community Affairs; (Stewart-Cousins,Ryan) moved for the committee on Youth to approve the Inter-municipal Agreements within the County for services under the “Invest in Kids” program

Mt. Vernon Youth Bureau, Peekskill Youth Bureau, and White Plains Youth Bureau are the three agencies involved in the agreement. There is not a formal way in which the county deals with the Yonkers Youth Bureau. They are invited to the meetings with the Intergrated Service Planning Group. They interact with Yonkers by each program throughout the course of the year.

Chairman Kaplowitz requested a complete updated list of monies the Board allocated to different Youth Programs. This item is also in the Health Committee.

Budget and Appropriations Committee motion carried 7-0. (Abinanti out) Committee on Community Affairs motion carried 3-0. Committee on Youth motion Carried 3-0.

(Bronz,Ryan) moved to adjourn Committee on Community Affairs. Motion carried 3-0. Committee on Community Affairs adjourned at 10:35 am

(Ryan, Stewart-Cousins) moved to adjourn Committee on Yourth.

Motion carried 3-0.

ITEM A12

A discussion took place regarding the lease agreement with Rudy’s for space at the County Airport. The Chairman stated the discussion will continue next Monday morning after some of the legislators questions were answered.

ITEM A15

(Ryan, Rogowsky) move the agreement with WCHCC for medical services to Department of Health employees.

(Oros, Kaplowitz) moved to return 62 parcels in Yorktown to Peekskill Sanitary Sewer District.

Motion Carried 6-0 (Rogowsky, Abinanti out)

ITEM C78(A0087)

$300,000 in bonds for Taxiway L modification at the County Airport.

Abinanti asked to see the original file. Commissioner Salley will get back to the Committee regarding the initial use of the $1.2 million.

ITEM C49 (SY037)

$1 million in bonds for the Yonkers Joint Treatment Plant Cellular Bulkhead Rehab.

Kaplowitz asked what are the anticipated Construction Costs? Abinanti asked to see the report describing what was wrong with it? After the Committee’s questions are answered the item will be taken up again.

ITEM C68(SM 075)

(Rogowsky, Abinanti) moved to approve $400,000 in bonds for the Mamaroneck Sewer District Pump Station Rehab.

Motion carried 8-0.

ITEM C63(B014A)

(Rogowsky, Ryan) moved to approve $200,000 in bonds for exterior infrastructure repairs at the White Plains Complex.

Motion approved 7-0 (Bronz out)

ITEM C76(RB025)

(Stewart-Cousins, Abinanti) moved to approve $1,730,000 in bonds for Tuckahoe Road rehab project.

Motion approved 8-0

ITME C68(SM075)

(Rogowsky, Abinanti) moved to approve $1,400,000 in bonds for the Mamaroneck Sewer District Pump Station Rehab.

Motion approved 8-0

There was a presentation of the Westchester Community College Budget. Kaplowitz announced today is the last day for additions to the budget. Deletions are done at a later date.

(Stewart-Cousins, LaMotte) Motion to recess. Approved 7-0 (Abinanti out).

With a quorum present, the Committee on Budget and Appropriations reconvened at 4:09 p.m.

(Ryan, Stewart-Cousins) move to increase in fund balance $165,000.

Prior motion withdrawn by Ryan.

(Ryan, Stewart-Cousins)move to add $165,000 to the existing fund balance dedicated to line 788501 of the Westchester Community College Budget.

Motion approved 5-3. (WOP: Kaplowitz, Abinanti); (Nay:Oros, Rogowsky, LaMotte)

(Wishnie, LaMotte) moved to Adjourn.

Motion carried 8-0
