The meeting was called to order at 1:15 p.m.
Item # 3 – Home Improvement Contractor Decal
Item # 3, as amended, is a Local Law that would amend Article XVI of the Westchester County Consumer Protection Code to require that all motor vehicles operated by landscapers or gardeners display the landscaper or gardener’s name and address
There was a brief discussion. Legislator Abinanti suggested restructuring a sentence in Sec. 863-326 Paragraph 1. The Members agreed. Said penalties for violations are detailed in the Westchester County Consumer Protection Code.
Legislator Pinto made a motion to sign out Item # 3, as amended, for all purposes and it was seconded by Legislator Stewart-Cousins. The vote was 8-0.
Item # 15a – Amend’t to Solid Waste and Recyc. Collection Lic. Law
Legislator Abinanti called the Special Committee on Solid Waste & Recyclables to order at 1:32 p.m.
Item # 15a is a proposed Local Law that would add several provisions to the Solid Waste and Recyclables Collection Licensing Law. Such provisions include: to require licensees to prominently label all containers and all vehicles used to store and/or haul; to allow for service of Notices of Hearing by personal service, as well as certified mail, return receipt requested; to require that decals be displayed on both (driver & passenger doors) sides of each vehicle and to expand the notification requirements to require applicants, licensees and registrants to notify the Commission if any other licensing authority suspends, revokes or denies a renewal or declines to issue a license.
There was a discussion. Mr. Bruce Berger, Solid Waste Commission, was present to add some comments and answer questions.
Legislator Abinanti proposed additional changes to the Solid Waste and Recyclables Collection Licensing Law. He urged the Members to consider making one amendment that would include provisions submitted by the County Executive and himself instead of making changes piecemeal. Some of his proposed changes include adding new definitions such as processing facility, temporary processing facility, Final Disposal Facility and Scrap Metal; adding new categories of haulers “E-1” and “E-2” and proposed language change related to reporting requirements, to name a few. Legislator Rogowsky suggested that the Special Committee on Solid Waste & Recyclables take the lead in reviewing and discussing the proposed amendments and come back to the Committee on Legislation with draft legislation.

Legislator Ryan made a motion to accept the minutes of March 22, 2004 for the Special Committee on Solid Waste & Recyclables and it was seconded by Legislator Abinanti. The vote was 2-0.
On motion of Legislator Ryan, seconded by Legislator Abinanti the Special Committee on Solid Waste & Recyclables adjourned at 1:56 p.m.

On motion of Legislator Abinanti, seconded by Legislator Stewart-Cousins, Item # 23 (Firearm Training and Safety) was received and filed. The vote was 8-0.
On motion of Legislator Stewart-Cousins, seconded by Legislator Abinanti, Item # 28 (Nicotine-Laced Water) was received and filed. The vote was 8-0.
On motion of Legislator Abinanti, seconded by Legislator Pinto, Item # 30 (Video Gaming Lottery) was received and filed. The vote was 8-0.
On motion of Legislator Pinto, seconded by Legislator Abinanti, Item # 34 (Minimum Wage) was received and filed. The vote was 8-0.
Legislator Rogowsky stated that the Committee on Legislation will not be meeting on April 5, 2004.
MINUTES
Legislator Pinto made a motion to approve the minutes of March 22, 2004 and it was seconded by Legislator Bronz. The vote was 8-0.
On motion of Legislator Stewart-Cousins, seconded by Legislator Pinto the meeting was adjourned at 2:10 p.m.
