MINUTES:August 9, 2004

COMMITTEE MEMBERS: Chair: Abinanti – Legislators: Oros, Ryan

IN ATTENDANCE: BOL STAFF: Tara Bernard; CEO: Bill Randolph, Andrew Neuman; CA: Sue Gerry; SWC: Bruce Berger, Lou Vetrone; OTHERS: Maryanne Harkins (Harkins & Hunte, Esq.), Larry Barrego (Lake Street Granite Quarry)

TOPIC: Proposed Revisions to the Solid Waste Law

DISCUSSION:

Chair Abinanti called the meeting to order at 4:00pm.

Chair Abinanti asked Bruce Berger, Director of the County’s Solid Waste Commission (SWC) and his Deputy, Lou Vetrone to join the committee members at the table to discuss the proposed definitions. A lengthy discussion began with Chair Abinanti suggesting that a “temporary processing facility” should be charged for each location and that the same requirements should apply to a temporary site as to a fixed site. He also expressed his interest in having the County’s Health Department issue air quality permits/licenses.

Legislator Ryan noted that garbage and C&D need oversight, and then a fee can be justified. A discussion ensued with regards to a fee structure.

By the conclusion of the discussion, the below definitions and fee structure were agreed upon as a new base to work off of from here on in.
