ON THE MOTION OF LEGISLATOR OROS, SECONDED BY LEGISLATOR PINTO, THE MINUTES WERE APPROVED ON JUNE 15, 2004. ALL IN FAVOR – AYE. THE VOTE CARRIED 3-0.

Meeting called to order by Chairman Young at 9:00 AM

Bond Acts Discussed:

A066A – Bond Act authorizing the issuance of $450,000 in bonds to finance Miscellaneous Restoration and Rehabilitation projects at the County Airport. (04/26/04 – Also referred to B&A, Environment and Transportation) {SIGNED OUT BY TRANSPORTATION on 05/17/04}

Comm. Salley stated that the storm piping is over 50 years old and in need of replacing as well as the parking area that also needs to be repaved.

Motion by Leg. Wishnie; Second by Leg. Pinto. All in favor – Aye – carried 3-0.

A0077 – Bond Act authorizing the issuance of $3,100,000 in bonds to finance Airport Plaza/Intersection Improvements. (04/26/04 – Also referred to B&A, Environment and Transportation) {SIGNED OUT BY TRANSPORTATION on 05/17/04}

Comm. Salley stated that these improvements will be done in cooperation with the Town of Greenwich, CT. This bond is for actual construction; design has been completed. The total cost for design and construction is $3.5 million.

Motion by Leg. Wishnie; Second by Leg. Pinto. All in favor – Aye – carried 3-0.

A0082 – Bond Act authorizing the issuance of $800,000 in bonds to finance the Cleanup of the County Road Staging Area. (04/26/04 – Also referred to B&A, Environment and Transportation) {SIGNED OUT BY TRANSPORTATION on 05/17/04}

Comm. Salley stated that this is the former ‘DPW Staging Area.’ That site had been site by DPW to store construction debris. The County will voluntarily cap this area (at the request of the DEC) with soil and prepare a storm water prevention plan.

Motion by Leg. Wishnie; Second by Leg. Pinto. All in favor – Aye – carried 3-0.

A0025 – Bond Act authorizing the issuance of $250,000 in bonds to finance the Airport Electrical System Upgrades. (04/26/04 – Also referred to B&A, Environment and Transportation) {SIGNED OUT BY TRANSPORTATION on 5/17/04}

Comm. Salley stated this is part of an overall plan that has been going on since 1990 to convert the electric lines that have deteriorated.

Motion by Leg. Wishnie; Second by Leg. Pinto. All in favor – Aye – carried 4-0.

RGIP8 – Bond Act authorizing the issuance of $100,000 in bonds to finance General Infrastructure Dams and Bridges for the Dam Safety Plan for the Twin Lakes Dam at Twin Lakes Park. (04/13/04 – Also referred to B&A) [SIGNED OUT BY B&A on 05/17/04]

Comm. Stout stated that the DEC has determined this project is needed.

Motion by Leg. Pinto; Second by Leg. Wishnie . All in favor – Aye – carried 4-0.

RKD01 – Bond Act authorizing the issuance of $540,000 in bonds to finance Kensico Dam Plaza Infrastructure at the Kensico Dam Plaza. (04/13/04 – Also referred to B&A and Parks) [SIGNED OUT BY B&A on 05/17/04}

Motion by Leg. Wishnie; Second by Leg. Pinto. All in favor – Aye – carried 4-0.

BPL21 – Bond Act authorizing the issuance of $600,000 in bonds to finance the Water Quality Improvement Projects in New Rochelle and Mamaroneck. (04/26/04 – Also referred to B&A) {SIGNED OUT BY B&A on 05/17/04}

Motion by Leg. Pinto. Second by Leg. Oros. All in favor – Aye – carried 4-0.

REFERRALS FOR DISCUSSION:

2. HON. ROB ASTORINO: Sewer District Modification: Request for removal of parcels from the County Saw Mill Sewer District from the Town of Mt. Pleasant. (04/26/04 – Also referred to B&A)

Motion by Leg. Wishnie to have this item forwarded to the Administration for processing and review. Second by Leg. Pinto. All in favor – Aye – carried 4-0.

Chairman Young made a motion to adjourn at 9:40 AM. Moved by Leg. Wishnie. All those in favor – Aye – 4-0.
