MINUTES: April 5, 2005

COMMITTEE on PUBLIC WORKS MEMBERS: Chair: Young; Legislators: Oros, Pinto, Rogowsky

Meeting called to order at 9:40 am.

On the motion of Legislator Pinto, seconded by Legislator Young the minutes for March 8, 2005 were approved (4-0).

On the motion of Legislator Pinto, seconded by Legislator Rogowsky the minutes for March 21, 2005 were approved (4-0).

Items Discussed

RGP08 - Bond Act authorizing the issuance of $1,400,000 in bonds to finance capital project: General Infrastructure Heavy Vehicle Replacement.

After a brief discussion it was explained that 20% of the heavy equipment is very old, has high mileage and some vehicles are out of circulation.

On the motion of Legislator Pinto, seconded by Legislator Rogowsky the item was carried. The vote was 4-0.

WCC73 - Bond Act authorizing the issuance of $514,000 in bonds to finance capital project: WCC Technology Upgrade.

Dr. Hankin made a brief presentation on the need of the funding in order to provide the student body with major hubs for wireless technology and also because equipment is being replaced at a longer cycle.

On the motion of Legislator Pinto, seconded by Legislator Oros the item was carried. The vote was 4-0.

A071A (1a) Bomb Blast Analysis - Create a new Capital Budget Project A071A and fund it with $190k in federal and state grant funds and $10k in cash from the special revenue fund.

On the motion of Legislator Oros, seconded by Legislator Pinto the item was carried. The vote was 4-0.

A0069 (1b) Deicing Facility – Amend the Capital Budget to reduce the funding for A0069 by $190k in federal and state grants and $10k in cash.

On the motion of Legislator Oros, seconded by Legislator Pinto the item was carried. The vote was 4-0.

A0069 (1c) Deicing Facility – Amend the state and federal grant agreements for A0069 and reduce the grants by $190k.

On the motion of Legislator Oros, seconded by Legislator Pinto the item was carried. The vote was 4-0.

A071A (1d) Bomb Blast Analysis – Enter into grant agreements to reprogram the $190k release from A0069 to A071A.

On the motion of Legislator Oros, seconded by Legislator Pinto the item was carried. The vote was 4-0.

B0018 - Bond Act authorizing the issuance of $900,000 for Upgrade Fire Alarm System, Valhalla.

The funding is needed to upgrade a 60 year old system and bring it to the 21st Century. The last upgrade was performed in the 1980’s.

On the motion of Legislator Oros, seconded by Legislator Pinto the item was carried. The vote was 4-0.

RB01G - Bond Act authorizing the issuance of $311,000 in bonds to finance the Odell Avenue over Putnam Right of Way in Yonkers.

On the motion of Legislator Pinto, seconded by Legislator Rogowsky the item was carried. The vote was 4-0.

P0017 - Bond Act authorizing the issuance of $350,000 in bonds to finance the Bronx River Parkway over Bronx River in Scarsdale.

The work will consist of general water proofing, sealing joints and the like. Legislator Rogowsky inquired about the priorities and he was informed that based on priorities is that the work on bridges is performed.

On the motion of Legislator Pinto, seconded by Legislator Oros the item was carried. The vote was 4-0.

RBR01- Bond Act authorizing the issuance of $1,700,000 in bonds to finance the Bronx River Reservation Pathways Restoration.

After a brief discussion the Committee was informed that the work needed was based primarily on safety issues since it was unsafe for pedestrians crossing from one side of the to the other on Hamilton Avenue.

On the motion of Legislator Pinto, seconded by Legislator Rogowsky the item was carried. The vote was 4-0.

RB077- Bond Act authorizing the issuance of $355,000 in bonds to finance the Pines Bridge Road and Ryder Road project.

The monies allocated will to fund the design of the project.

On the motion of Legislator Rogowsky, seconded by Legislator Pinto the item was carried. The vote was 4-0.

RB074 - Bond Act authorizing the issuance of $160,000 in County bonds to finance the Hamilton Avenue capital project.

On the motion of Legislator Pinto, seconded by Legislator Rogowsky the item was carried. The vote was 4-0.

RB097 - Bond Act authorizing the issuance of $120,000 in County bonds to finance the Weaver Street capital project.

On the motion of Legislator Pinto, seconded by Legislator Oros the item was carried. The vote was 4-0.

Bond Act WCC73 was received and on the motion of Legislator Oros, seconded by

Legislator Pinto the item was carried. The vote was 4-0.

On the motion of Legislator Pinto, seconded by Legislator Rogowsky the meeting adjourned at 11: 32 am.
