With a quorum present, the Committee on Budget and Appropriations was called to order at 10:13 a.m.

With a quorum present, the Committee on Public Safety & Criminal Justice was called to order at 10:13 a.m.

C159(BPS14)
(Kaplowitz, Spreckman) moved for Public Safety & Criminal Justice; (Wishnie, Rogowsky) moved for Budget & Appropriations to authorize the County of Westchester to amend the 2005 Capital Budget and authorize a $2,500,000 bond act to finance a new Public Safety Helicopter.

Commissioner Thomas Belfiore wished Legislator Wishnie well on his retirement from the Board of Legislators and expressed his appreciation for all the work he did supporting the Department of Public Safety. Many of Westchester’s Municipal Police Chiefs and Commissioners stated support for acquiring the new Public Safety Helicopter to assist them in protecting the public. Commissioner Belfiore made a power point presentation regarding the proposal and discussion followed.

Chairman Kaplowitz asked for back up material to be provided to the Committee’s for the $85,500 in operating expenses and on the $544,841 Debt Service.

(Kaplowitz, Spreckman) moved for Public Safety and Criminal Justice (Kaplowitz, Myers) moved for Budget and Appropriations, the Committee Report be amended to read, The County’s Homeland Security grants work group will continue to identify future grant monies to offset the capital expenditures.

Motion to amend the Committee Report passed Public Safety and Criminal Justice 4-0. Motion to amend the Committee Report passed Budget & Appropriations 7-2. (Nay-LaMotte, Oros)

Motion passed for Budget & Appropriations 10-0; Motion passed for Public Safety & Criminal Justice 4-0.

(Spreckman, Kaplowitz) motion to adjourn Public Safety & Criminal Justice. Motion Passed 4-0. Public Safety & Criminal Justice adjourned at 11:20 AM.

With a quorum present, the Committee on Transportation was called to order at 11:24 a.m.

(Alvarado, Wishnie) move for Budget & Appropriations, (Spreckman, Rogowsky) move for Transportation Committee to authorize $2,472,000 in bonds for Transit Communications and a Vehicle Locator System.

Legislator Alvarado stated this is why we should have a say in the Liberty Lines Contract. Our county really got hurt because of it.

Motion Carried for Budget & Appropriations 6-2, (Nay-LaMotte, Myers). Motion Carried for Transportation 2-0.

(Spreckman, Rogowsky) move to adjourn the Committee on Transportation. Motion passed 2-0. The Committee on Transportation adjourned at 11:53 am.

Motion passed 7-0.

HILLTOP HANOVER FARM PRESENTATION
Commissioner Jerry Mulligan and members of The Planning Department updated the committee on Hilltop Hanover Farm. They did a Power Point presentation and a discussion followed.
