MINUTES: FEBRUARY 7, 2005

MEMBERS: CHAIR: Richard Wishnie, LEGISLATORS: Michael Kaplowitz, Martin Rogowsky, Bernice Spreckman, William Ryan

IN ATTENDANCE: LEGISLATOR: Vito Pinto, STAFF: Sally Schecter

The meeting was called to order at 9:03 a.m. by Chairman Richard Wishnie.

On the motion of Legislator Kaplowitz, seconded by Legislator Spreckman, the minutes of the January 18th meeting were accepted.

The Bonner Case Report was then discussed. Chairman Wishnie pointed out the changes that were added since the last meeting. He said Legislator Rogowsky wanted to make it clear about the responsibility of prosecution and a paragraph was added which is on the bottom of page 9 and the last paragraph on page 10 was added recommending that a work group be formed to address the issues raised in the report. Chairman Wishnie wanted the record to show that the Committee did a fine job in addressing the issues. He congratulated the Committee for their hard work and hoped the report would be signed out.

Legislator Kaplowitz thanked Chairman Wishnie for a job well done. He said the last paragraph sums it all up.

Chairman Wishnie also thanked Chairman William Ryan for his time and efforts in allowing them to examine this in depth.

Chairman Ryan pointed out that one of the real pluses is the last paragraph on page 10. The working group is a good idea and will give us direction.

Legislator Spreckman said she was happy with the outcome. On the motion of Legislator Kaplowitz, seconded by Chairman Ryan, the report was accepted.

Chairman Wishnie will send out a press release and will inform the County Executive that this report has been signed out of committee. Legislator Kaplowitz suggested that it go to the full Board as correspondence and will come back to the committee as correspondence.

On the motion of Legislator Kaplowitz, seconded by Legislator Rogowsky, the committee adjourned at 9:10 p.m.
