COMMITTEE ON PUBLIC SAFETY AND CRIMINAL JUSTICE

MINUTES: APRIL 18, 2005

The meeting was called to order at 9:10 a.m. by Chairman Richard Wishnie.

On the motion of Chairman Wishnie, seconded by Legislator Rogowsky, the minutes of March 21 and April 4 were approved.

$550,000 Bond Act to Upgrade the Fire Suppression System in County’s Data Centers:

The system presently uses Halon gas which has been banned by the Federal government. The County would like to replace the Halon gas because it is no longer environmentally friendly and should something happen that the gas is released, not only would it be impossible to be replaced, but it would not save the equipment. Chairman Wishnie pointed out that at the time the equipment was installed, Halon gas was the state of the art. The data center is on the 2nd and 3rd floors with the Halon tanks in a closet. The piping system would be replaced as the piping for Halon is of a different pressure. Commissioner Butler said the project would take about 6 weeks. The money aspect of this project would be discussed in Budget & Appropriations.

On the motion of Legislator Spreckman, seconded by Legislator Rogowsky, the motion was passed by a vote of 3 – 0.

Act Authorizing the County to enter into an agreement with WCHCC regarding microbiological services for inmates of the County Jail:

The contract is not to exceed $30,000. Labs examines clinical specimens from correction inmates for the Medical Center. This agreement is necessary in order to receive payment from the Medical Center. The Health Department is Labs largest customer with the Medical Center, their second largest. Other hospitals use private labs for their services but because we are a government lab, we are not supposed to compete with a private lab.

On the motion of Legislator Rogowsky, seconded by Legislator Spreckman, the item was passed by a vote of 3-0.

The Legislators were concerned should the Medical Center close, it would have an indirect impact on Corrections. Chairman Wishnie suggested that Commissioner Pozzi be invited in to the Committee to address this situation.

On the motion of Legislator Rogowsky, seconded by Legislator Spreckman, the meeting was adjourned at 9:25 a.m.
