MINUTES: NOVEMBER 8, 2004

Chairman Astorino called the meeting to order at 3:30 p.m.

MEMBERS PRESENT: Chair: Astorino; Legislators: Alvarado, Pinto, Spreckman; GUESTS: Department of Parks, Recreation and Conservation—Deputy Commissioner Joe Montalto, Ed Hoffmeister, Paul Reitano, James Antonaccio; Office of the County Executive—Andrew Neuman; Department of Public Works—Joe Mantachie

I. MINUTES:

No minutes were presented for approval.

II. ITEMS FOR DISCUSSION:

Item A21. Bond Act—Playland Boathouse, County Executive: Act authorizing the issuance of $2,200,000 in bonds to finance a roof replacement for the boathouse at Playland (referred on August 9, 2004; also referred to Budget and Appropriations)

Joe Mantachie showed a video of the damage that the Boathouse has taken since its last renovations. The boathouse has been in place for 76 years and the combination of age, weather, and salt water have caused the determination. It was also stated that the rehabilitation of boathouse is a safety issue, due to the fact that people use the bathrooms and also use the boathouse as a way to access the lake. It was stated that the pier of the boathouse is ninety (90) percent intact and would not be part of the renovations. It was stated that the renovations would begin in the spring and it would last no longer than nine to ten months. Mr. Mantachie than fielded several questions and concerns by the members.

On the motion of Legislator Alvarado, seconded by Legislator Pinto, the item was approved by a vote of 4-0, with Legislator Astorino voting without prejudice.

Note: Regarding the Playland Boathouse, the committee has included two letters in the minutes of this meeting. See attached.

Item A22. Property Conveyance--Ossining, County Executive: Act conveying 2 county-owned parcels to the Town of Ossining for park use (referred on September 14, 2004; also referred to Budget and Appropriations)

Deputy Commissioner Montalto stated that the property in question has been leased to the Town of Ossining for the past ten (10) years. The town board had passed resolutions accepting the sale of the property for the sale of one dollar. The park is used for passive recreation and can only be used for park purposes. The property area is two (2) acres.

On the motion of Legislator Pinto, seconded by Legislator Spreckman, the item was approved by a vote of 4-0.

III. RECEIVE AND FILE:

Chairman Astorino proposed that, since this was likely the final Parks Committee meeting of 2004, the committee should clean up the agenda by receiving and filing old item. On the motion of Legislator Pinto, seconded by Legislator Spreckman, the following agenda items were received and filed by a vote of 4-0.

B1. Read Sanctuary, Hon. George Latimer: Correspondence from the Friends of Read Wildlife Sanctuary, Inc. regarding access to the sanctuary (referred on January 7, 2004)

B4. Saxon Woods Park, Clerk of the Board: Correspondence from the Scarsdale Village Planner regarding the site plan for the proposed construction of a soccer field (referred on January 26, 2004)

B8. Reed Sanctuary Roadway, Hon. George Latimer: Correspondence from the Rye City Conservation Commission and Advisory Council opposing the Reed Sanctuary roadway (referred on March 22, 2004)

B12. Geese Control Contract, Hon. George Latimer: Correspondence from the Parks Department regarding geese control funds (referred on May 10, 2004; also referred to Environment)

B13. Rye Parkland, Hon. George Latimer: Constituent correspondence regarding a potential parkland project on U.S. 1 in the City of Rye (referred on May 10, 2004; also referred to Community Affairs)

B14. Playland Parking, Hon. George Latimer: Constituent correspondence regarding short-term parking at Playland (referred on July 12, 2004)

B15. South County Trailway, Clerk of the Board: Correspondence from the Town of Greenburgh regarding a new link in the South County Trailway connecting Ardsley to Dobbs Ferry (referred on August 9, 2004; also referred to Environment)

B16. South County Trailway, Hon. Tom Abinanti: Constituent correspondence regarding lack of maintenance on the South County Trailway (referred on September 14, 2004)

Chairman Astorino then noted that the agenda was completely blank, as all referred items from the County Executive and from the Board of Legislators had been acted on to date.

IV. ADJOURN:

On the motion of Legislator Alvarado, seconded by Legislator Pinto and without objection, the committee was adjourned.
